Türkiye, yıllardan bu yana yatırımların önemli bir kısmının ormanlık alanlardan imara açılan alanlarda yapıldığı bir ülkedir. Orman alanları, tabiat parkları, milli parklar, sit alanları ve hatta askeri alanlar dahil olmak üzere koruma statüsü altındaki alanlarda da dahi maden, taş ve kum ocağı, mega projeler, enerji nakil hatları, RES gibi yatırımlara konu olmaktadır. Bütün bu uygulamalarda öncelikli olarak, eğer alan 25 hektardan büyükse kanunen ÇED alınması gerekmektedir. Halen tamamlanmış ve devam etmekte ve sürekli vatandaşla-şirketleri karşı karşıya getiren süreçlerde ÇED Raporlarındaki eksiklik ve tartışmalı konuların da payı büyüktür. Prof. Dr. Orhan SEVGİ, tam da bu noktada, ÇED raporlarındaki eksiklik ve tartışmalı durumların ortaya çıkmasına neden olan KAVRAM ve TERİM konusuna değinmiştir. Halen ülkemizin en tartışmalı projelerinden olan İstanbul Havalimanı ve Kanalı örneklerinden hareketle biyoloji ve ekoloji alanlarındaki kavram ve terimlerin kullanımındaki eksiklikleri gözler önüne sermekte ve ilgili tüm kesimlere yanlış/doğru ayrımını yapma konusunda ışık tutmaktadır.

Professor Dr. Orhan SEVGİ, at this point, pointed to the topic of KAVRAM and TERIM, which caused the appearance of lack and controversial situations in the CED reports. The Istanbul Airport and Canal, which is still one of the most controversial projects in our country, is moving from the examples of the shortcomings in the use of concepts and terms in the fields of biology and ecology and keeps the light on making the wrong/righteous distinction to all the relevant sections.
