birimler olan hastanelerin ülkeye dağılımı oldukça önemli bir yer tutmaktadır. Bu kapsamda hastane planlaması; hastanelerin ülkeye dengeli şekilde dağılması, ihtiyaç ve taleplerin göz önüne alınarak yeni yapılacak veya onarılacak hastaneler için kriterler ortaya koyması bakımından önemlidir. Bu çalışmanın amacı, hastanelerin Sağlık Bakanlığının kuruluşundan günümüze kadar olan süreçte Türkiye’de geçirdiği dönüşümün ortaya konulmasıdır. Gereç ve Yöntem: Amaca yönelik olarak, ilgili süreçte ortaya konulan politika ve planlama belgeleri, sağlık istatistik yıllıkları ve ilgili döneme ve çalışma konusuna ilişkin yayımlanan dokümanlar doküman incelemesi yöntemiyle incelenmiştir. Bulgular: Çalışmada sağlık tesisi açısından paradigma değişiminin yaşandığı yıllar esas alınarak dönemlendirme yapılmıştır. Sonuç: Çalışmanın sonucunda; Türkiye’de hastane yapım çalışmaları ve çabası her dönemde var olmuş ancak hastaneler için belirli bir planlama çalışması olmadığı görülmüştür. 2010 öncesi döneme kadar ortaya konulan plan ve programların da çeşitli sebeplerle uygulanamadığı görülmüştür. 2011 sonrası dönemde sağlık tesislerinin planlamasıyla ile ilgili ilk ciddi adım olarak Sağlık Bakanlığı Yataklı Sağlık Tesisleri Planlama Rehberi ile hastanelerin mevcut durumlarının net şekilde ortaya konulduğu ve geleceğe yönelik hedeflerin belirlendiği görülmüştür. Bunun yanında Sağlık Bakanlığı stratejik planlarında da belirlenen amaç doğrultusunda hedefler belirlendiği görülmüştür. Bu kapsamda 2011 sonrası dönem için yataklı sağlık tesisleri ile ilgili planlı döneme geçişin olduğu ifade edilebilmektedir. Çalışmanın sonunda, var olan hastanelerin de onarımı/yenilenmesi veya yerine yeni hastane yapılması konusunda net kriterlerin ortaya konulması açısından planlama çalışmalarının geliştirilmesi gerektiği önerisinde bulunulmuştur.
Aim: Hospitals are one of the important actors of health service delivery. The distribution of hospitals in the country, which are units where second and third-line health services are offered, occupies a very important place. In this context, hospital planning; the balanced distribution of hospitals across the country is important in terms of setting criteria for hospitals to be built or repaired, taking into account the needs and demands. This study aims to demonstrate the transformation of hospitals in Turkey in the period from the establishment of the Ministry of Health to the present day. Materials and Methods: For this purpose, the policy and planning documents, health statistics annuals, and documents published regarding the relevant period and the study subject were examined by document analysis method. Results: In the study, periodization was made based on the years in which the paradigm shift was experienced in terms of the health facility. Conclusion: As a result of the study; Hospital construction studies and efforts in Turkey have existed in every period, but it has been seen that there is no specific planning work for hospitals. It has been observed that the plans and programs put forward until the period before 2010 could not be implemented for various reasons. In the post-2011 period, as the first serious step in the planning of health facilities, the Ministry of Health's Inpatient Health Facilities Planning Guide has clearly revealed the current status of hospitals and determined future targets. In addition, it has been observed that targets have been determined in line with the determined purpose in the strategic plans of the Ministry of Health. In this context, it can be stated that there is a transition to the planned period related to bedded health facilities for the post-2011 period. At the end of the study, it was suggested that planning studies should be developed to establish clear criteria for the repair/renewal of existing hospitals or the construction of a new hospital instead.
