Yerel yönetimlerde çocukların kent yönetimindeki rolünün güçlendirilmesi ve yönetime aktif olarak katılabilmeleri amacıyla çocuk meclisleri oluşturulmaktadır. Bu araştırmanın amacı, bu mekanizmaların çocukların katılım haklarını geliştirmedeki rolünü belirlemektir. Bu amaçla, çocuk meclislerinin çocukların katılım haklarını ne düzeyde ve ne şekilde geliştirdiklerini ve çocuk haklarının geliştirilmesindeki mevcut ve muhtemel katkılarını incelemek için Ankara Büyükşehir Belediyesi ABŞB Çocuk Meclisi örneği ele alınmıştır. Araştırma da kullanılan veriler, doküman taraması yanında, Ankara Büyükşehir Belediyesi Çocuk Meclisi yetkilileri ve üyeleri ile yapılan mülakatlar sonucu elde edilmiştir. Araştırma, çocuk haklarının geliştirilmesinde, çocukların katılım haklarının önemine dikkat çekmesi ve bu yönde katkı sunacak bir model tanıtması açısından önem taşımaktadır. Araştırmanın sonunda ABŞB Çocuk Meclisi tarafından alınan kararların etkili olması için yeterli bir sistemin kurulamadığı, bununla birlikte çocukların katılım haklarını geliştirmek açısından olumlu özellikler taşıdığı sonucuna varılmıştır.
Children’s councils are formed in local governments in order to strengthen the role of children in the city management and to be able to participate actively in the management. The aim of this research is to determine the role of these mechanisms in developing the rights of children to participate. For this purpose, the example of the Children's Council of the Metropolitan Municipality of Ankara (USB) has been addressed to examine how and how children's participation rights have been developed and their existing and potential contribution to the development of children's rights. The research was also used by the data, in addition to the document scan, as a result of interviews with the authorities and members of the Ankara Metropolitan Municipality’s Children’s Council. The research focuses on the importance of attracting attention to the importance of children’s participation rights in the development of children’s rights and promoting a model that will contribute in this direction. At the end of the study, the conclusion was that there was not a sufficient system to be established for the decisions taken by the Children’s Council to be effective, but that it had positive characteristics in terms of improving the rights of children to participate.

The research is important in terms of the promotion of children's rights, drawing attention to the importance of children's participation rights and introducing a model that will contribute in this direction. At the end of the study, it was concluded that an adequate system could not be established in order for the decisions taken by the Children's Council of Ankara Metropolitan Municipality to be effective and that the children had positive characteristics in terms of improving their participation rights.
