Gerhard Kessler, Hitler liderliğindeki Nasyonal Sosyalist Parti’nin iktidara gelmesinden sonra Almanya’da yaşam ve çalışma koşullarının zorlaşması ile Türkiye’ye göç eden bilim insanlarından biridir. O, göç etmeden önce sosyal politikacı kimliği ile Almanya’da sanayileşmenin yarattığı ekonomik-sosyal sorunları ortaya koyma ve sınıflar arası dengeyi gözeten çözümler üretme gayretinde olmuştur. Çalışmalarına Türkiye’de de devam eden Kessler sendikacılık, kooperatifçilik, sigortacılık gibi konulardaki birikimini ‘içeriye’ aktarmıştır. Türkiye’de bulunduğu 1933-1951 arasında üzerinde durduğu konulardan biri de kent olmuştur. O, kent planlama ve uygulama çalışmalarına ‘henüz’ yeteri kadar eğilmeyen Türkiye’ye rehberlik etmiştir. Kenti genel olarak konut sorunu etrafında ele alan Kessler, 18 yıl boyunca yaşadığı İstanbul’un 1930 ve 1940’lardaki durumuna da konut sorunu merkezli eğilmiş ve yerel yöneticiler başta olmak üzere kamuoyuna ‘kentsel farkındalık’ kazandırmak istemiştir. Bu çerçevede İstanbul’un semtlerine dair gözlemlerini dile getirerek bir yol haritası çizilmesi gerektiğini savunmuştur. Makalemizin amacı, Kessler’in Türkiye’de bulunduğu süre içerisinde daha çok İstanbul üzerinden yaptığı kentsel üretim ile yerli kent sosyolojisine katkılarını ele almaktır.
Gerhard Kessler is one of the scientists who migrated to Turkey after the National Socialist Party led by Hitler arrived in power in Germany with the harder living and working conditions. He was a social-political identity before his immigration, trying to reveal the economic-social problems created by industrialization in Germany and to produce solutions that monitor the inter-class balance. Kessler, who continued his work in Turkey, has transferred his accumulation of knowledge in subjects such as trade union, cooperativism, insurance. One of the topics he stood on in Turkey between 1933-1951 was the city. He has directed the work of urban planning and implementation to Turkey which has not yet been “tough” inclined. Kessler, who dealt with the housing problem around the city in general, also focused on the situation of Istanbul in the 1930s and 1940s, where he lived for 18 years, and wanted to give the public 'city awareness' primarily by local governors. In this framework, he argued that a road map should be drawn by expressing his observations on the districts of Istanbul. The purpose of our article is to discuss Kessler’s contribution to local urban sociology and urban production through Istanbul during his stay in Turkey.
Gerhard Kessler is one of the scientists who immigrated to Turkey due to living and working conditions becoming difficult in Germany after the National Socialist Party under the leadership of Hitler came to power. Before his immigration, with his social politician identity he strived to exhibit the economic-social problems caused by industrialization in Germany and produce solutions favoring balance among classes. Continuing his studies in Turkey as well, Kessler ‘imported’ his accumulation in subjects such as unionism, cooperative system and insurance business. One of the subjects he studied between 1933 and 1951, when he dwelt in Turkey, is the city. He provided guidance for Turkey which hadn’t focused on urban planning and implementation sufficiently ‘yet’. Addressing the city generally with regard to the housing issue, Kessler also address the condition of İstanbul, where he lived for 18 years, during 1930s and 1940s based on the housing issue and wanted to raise ‘urban awareness” of the public particularly of the local administrators. Within this framework, he expressed his observations concerning the districts of İstanbul and argued that a route should be mapped out. The aim of our article is to review the urban production made by Kessler mostly in relation to İstanbul during the time he lived in Turkey as well as his contributions to local urban sociology.
