Yönetim Düzeyinde Bilgi Teknolojisi Yönetişimi İle Firma Performansı Arasındaki İlişkide Yeniliğin Aracılık Rolü: Teorik Bir Yaklaşım

Abstract:

Günümüzde bilgi teknolojisi (BT) tüm organizasyonlarda mevcuttur. Teknolojinin gerek mobil gerekse masa başı olsun yaygın kullanımı, bilgi teknolojilerine ve tabii olarak yönetimine olan ilgiyi günden güne arttırdı. Bu, BT Yönetişimi ‘ne (ITG) özel bir şekilde odaklanmayı gerektirmektedir. İşi BT üretmek olmayan, sektör olarak bilişime en uzak nokta yer alan firmaların dahi bilişim teknolojilerine bağımlı olduğu bir çağda yaşanılmaktadır. Ekili yönetişime sahip kuruluşların, bir dizi bilgi teknolojileri yönetişimi mekanizmasını aktif olarak benimsediklerini söylemek yanlış olmamaktadır. Ancak, kimi durumlarda bilişim yönetişimi tanımlarında bile tutarsızlıklar mevcuttur. Böylesi durumlarda halen yönetişim mi-yönetim mi ayrımına gidilmekte bile zorlanılan,  yalnızca pratikte uygulama alanı bulabilecek iyi uygulama örnekleri ile anket bazlı soru cevap ve istatistiki verilerle donatılmış araştırmaların varlığı doludizgin gitmektedir. Teorik çerçeveye de kavramsal yenilikler getiren, varolan karışıklıkların yeniden masaya yatırılmasına olanak sağlayan, yönetişimin aracılık yönüne farklı bakış açıları getiren teorik çalışmalara da ihtiyaç vardır. Öncelikli olarak en karmaşık organizasyon yapılarında dahi görev-amaç-sınır tanımlamalarının yapılmasının gerekliliği ortadadır. Bu çalışma; yönetim/yönetişim ayrımına giderek teorik anlamda organizasyon yapısının araştırmasını yapmaktadır. Ayrıca yenilikçi yaklaşımla yönetişim/yönetim ve firma performansı açısından değerlendirmelerde bulunulan çalışmada yönetim ve yönetişim temel alınarak organizasyon yapısı için bir model önerisi yapılmaktadır. Böylece yapısal olarak bir açığın çok küçük bir kısmını gidermeye çalışacaktır.

Today, information technology (BT) is available in all organizations. The widespread use of technology, whether mobile or table-to-table, increased interest in information technology and, of course, management from day to day. This requires a special focus on IT Management (ITG). Work is not producing IT, even the companies that are the most distant point to the information industry are dependent on the information technology. It is not a mistake to say that organizations with an added management actively adopt a series of information technology management mechanisms. However, in some cases there are disconnections even in the definitions of information management. In such cases, the presence of research equipped with survey-based question answers and statistical data with good application examples that can only find the area of application in practice, which is still difficult to distinguish from management or management, is full-fledged. The theoretical framework also requires theoretical studies that bring conceptual innovations, allowing the restart of existing confusions, bringing different perspectives on the direction of mediation of management. First of all, it is necessary to make the task-target-limit definitions, even in the most complex organizational structures. This study is the study of the organization’s structure in theoretical sense of the management/management difference. In addition, an innovative approach to management/management and corporate performance assessments are based on management and management, a model for the organization structure is proposed. It will thus attempt to fix a very small portion of a structural gap.

Information technology (IT) is present in all organizations today. Widespread use of technology, whether mobile or desktop, has increased the interest in information technologies and, of course, its management day by day. This requires a special focus on IT Governance (ITG). We are living in an age where even the companies that are not in the business of producing IT and that are the farthest point from informatics as a sector are dependent on information technologies. It is fair to say that organizations with established governance actively adopt a range of IT governance mechanisms. However, in some cases there are inconsistencies even in the definitions of IT governance. In such cases, it is still difficult to distinguish between governance and management, and there are good practice examples that can only be applied in practice, and the existence of survey-based question-answer and research equipped with statistical data is at full throttle. There is also a need for theoretical studies that bring conceptual innovations to the theoretical framework, enable the existing confusions to be re-discussed, and bring different perspectives to the intermediation aspect of governance. First of all, it is obvious that even in the most complex organizational structures, it is necessary to define task-goal-limit. This work; makes a theoretical research of organizational structure by making a distinction between management/governance. In addition, a model proposal is made for the organizational structure based on management and governance in the study, in which evaluations are made in terms of governance/management and firm performance with an innovative approach. Thus, it will try to fill a very small part of a structural deficit.
