Abstract:

The widespread use of information and communication technologies worldwide expands the scope of cyber terrorism. Computers and internet networks are widely used in transportation, energy management, hospital management, national defense, finance, etc. Institutions and organizations that operate in the fields are open to cyber terrorism. By providing access to the information systems of the institutions that carry out their activities in this way, the main objective of the terrorist organizations is to interfere or prevent the functioning of these institutions/organizations. The aim of this study is to identify the issue of the effective use of information technology against cyber terrorism in Turkey, and to try to reveal what improvements in this field should be made. For this purpose, data was first collected using a semi-configured interview technique based on quality research methods. Through interviews with field experts (heavy academics), experts have been given opinions on the use of computer technologies against cyber terrorism in Turkey. The information of the expert participants received the opinions was analyzed and the findings were transmitted through the NVivo 12 package program, which can be used in quality research methods. According to the research findings, the most important issue emphasized for the effective use of information technologies in the fight against cyber terrorism is the creation of awareness in this field. In the creation of this awareness, the emphasis was on the importance of education, scientific studies, civil society organizations and the media. Finally, the conclusion has been achieved that the work in the area of cybersecurity in Turkey is not sufficient and that the work in this area should be emphasized. In this regard, it is believed that the study could contribute to researchers interested in the field.
