Gelir dağılımında adalet günümüz ekonomilerinde devlet anlayışındaki değişimle birlikte önemle üzerinde durulan konulardan birisi haline gelmiştir. Gelir dağılımı kişilerin bulundukları coğrafi bölgeden, eğitim seviyelerinden, sağlık koşullarından ya da politik süreçlerden etkilenen bir değişkendir. Gelir dağılımını etkileyen bir diğer önemli husus ise istihdamdır. İstihdamın kişilere doğrudan gelir aktarması, gelir dağılımını daha adil hale getirebilecektir. Dolayısıyla kamu kesiminin ekonomide yer almasının doğal bir sonucu olan kamu istihdamı da gelir dağılımını etkileyebilecek bir değişkendir. Çalışma bu noktadan hareketle Türkiye’de kamu istihdamının gelir dağılımı üzerine etkisini tespit etmeyi amaçlamıştır. Bu amaç doğrultusunda çalışmada 2008:1- 2021:4 çeyreklik kamu istihdamı sayısı ve P80/P20 gelir dağılımı göstergesi değişkenleri kullanılmıştır ve yeni nesil analizlerden wavelet uyum analizi gerçekleştirilmiştir. Analiz sonucunda elde edilen bulgulara göre Türkiye’de kamu istihdamında meydana gelen artışın gelir dağılımını olumlu etkilediği tespit edilmiştir.
In the income distribution, justice has become one of the topics that are focused on importance in today’s economies, along with the change in the state understanding. The income distribution is a variable affected by the geographical area, education levels, health conditions or political processes in which individuals are located. Another important factor that affects the income distribution is the employment. Employment's direct transfer of income to persons could make the income distribution more fair. Therefore, public employment, which is a natural result of the public sector’s participation in the economy, is also a variable that can affect the income distribution. The study aimed at identifying the impact of public employment in Turkey on income distribution from this point. For this purpose, the 2008:1- 2021:4 quarterly number of public employment and P80/P20 income distribution indicator variables were used in the study, and the new generation analysis of wavelet conformity analysis was carried out. According to the results of the analysis, the increase in public employment in Turkey has been found to have a positive impact on the income distribution.
