Abstract:

Controlling water, the most essential source of life, is a logistically and strategically important issue. With Law No. 6360 on the Establishment of Metropolitan Municipalities and 27 Districts in 14 Provinces and Amendments to Public Decrees, the service boundaries of metropolitan municipalities have been expanded. Drinking water and wastewater collection services provided by municipal councils in districts and towns and provincial administration in villages have been transferred to metropolitan municipalities. The costs of the services provided by the water and sewerage administrations established within metropolitan municipalities need to be covered. MESKİ, a public legal entity with a separate budget, is the only institution authorized to provide drinking water and wastewater collection services in Mersin province. It has been determined that the drinking water distribution and wastewater collection services of the administration is carried out as logistics activities. Drinking water distribution service is carried out through supply chain management, and wastewater collection and disposal is carried out through reverse logistics activities. In the study, we analyzed 2015 and 2021 years as the decision-making unit, the efficiency of the administration, and shared the data with the public. We took the public revenues of the administration as input variables for the new drinking water line and new wastewater line and the amount of treated drinking water and treated wastewater as output variables and carried out two different analyses. Also, we carried out four different analyses by using two models with Input Oriented and Output Oriented BCC Models. As a result of the analysis, we determined efficient and inefficient years. Moreover, we found out that DEA can play an efficient role in determining the administrative policies of the administration.
