Abstract:

Today an understanding of “multi-agent” institutions and “local democracy” has commenced to gain popularity in terms of an administrative perspective. The “city councils” model has been designed as a requisite for this perspective. The city councils, are multi-agent establishments which “encourage participation”, “ensure the protection of the right to the city”, and “gather the partners together”. In this sense, the city councils are assessed to be a step forward for strengthening local democracy. In this study, the effectiveness of the city councils in the context of local democracy is analysed. In this study, interviewing which is a part of qualitative research methods is used. Qualitative data is analysed and interpreted though descriptive method. The universe is the province of Kutahya. The study sample are city council members and city council representatives. In the study, it concluded that local democracy in the context of the city council is expected to conclude that far.
