Yasama organının en önemli görevlerinde biri de yürütme organını denetlemektir. Bu denetimin seviyesi, hükümet sistemine göre değişmektedir. Parlamenter sistemlerde “gensoru” gibi denetim araçlarıyla yapılan denetim, hükümetin düşürülmesi ile sonuçlanabilir. Ancak başkanlık sistemlerinde yasama organının, güvensizlik oyuyla başkanın görevine son vermesi gibi bir usul uygulanmamaktadır. Yapılan anayasa değişikliği sonucunda 9 Temmuz 2018 tarihi itibariyle yeni hükümet sistemine geçilmiştir. Dolayısıyla da yeni hükümet sisteminde yürütme organının denetim araçlarından en etkili olduğu değerlendirilen “meclis soruşturması” usulünün inceleme gereği ortaya çıkmıştır. Çalışmada ilk olarak meclisin denetimi konusundan kısaca bahsedildikten sonra Meclisin yürütme organını denetim usullerinden olan “meclis soruşturması” kavramı incelenecektir. Daha sonra eski ve yeni hükümet sisteminde “meclis soruşturması” kavramı ele alınarak sonuç bölümünde değerlendirmeler yapılacaktır.
One of the important tasks of the legislative body is to monitor the executive body. The level of this control varies according to the government system. Audit in parliamentary systems by means of control, such as "gender", can result in the degradation of the government. However, in the presidential systems there is no procedure for the legislative body to terminate the presidency's office by voting uncertainty. As a result of the constitutional amendment, the new government system was passed on July 9, 2018. Therefore, in the new government system, the executive body is considered to be effective on the control tools of the "committee investigation" procedure has emerged due to examination. In the study, the concept of "member investigation" will be examined, first of all, after a brief mention of the subject of the council's supervision of the executive body of the council. The concept of "parliamentary investigation" in the former and new government system will then be evaluated in the result section.
