Çocuk ihmali, çocuğa bakmakla sorumlu bir yetişkin tarafından çocuğun ihtiyaçlarının karşılanmasında gerekli sorumlulukları yerine getirmemesini ifade etmektedir. Ayrıca beslenme, giyim, sağlık, sosyal ve duygusal ihtiyaçların karşılanmasında gereken ilgiyi çocuğa göstermeme gibi, çocuğun fiziksel veya duygusal açıdan ihmal edilmesi olarak da ifade edilebilir. Çocuk istismarı ise trajik sonuçları olan gelişimsel, tıbbi ve hukuki önemli bir problemdir. Bir erişkinin, bir çocuğu fiziksel ve ruhsal olarak bilerek ya da bilmeyerek olumsuz bir şekilde etkilemesi istismar olarak ifade edilmektedir. Çocuk ihmal ve istismarı hem dünyada hem de ülkemizde var olan mevcut sosyal problemlerden en önemlilerinden biridir. Buna yönelik olarak çalışmamızda da çocuk ihmal ve istismarına yönelik hem Dünya’da hem de Türkiye’de yaşanan mevzuat ve uygulamaların gelişim süreci ve sistemdeki eksiklikler üzerinde durulacaktır.
Child neglect refers to the failure of an adult to care for the child to fulfill the necessary responsibilities in meeting the needs of the child. It can also be expressed as physical or emotional neglect of the child, such as not showing the child the necessary attention to meet the nutrition, clothing, health, social and emotional needs. Child abuse is an important developmental, medical and legal problem with tragic consequences. It is defined as abuse when an adult affects a child physically and mentally, knowingly or unknowingly, in a negative way. Child neglect and abuse is one of the most important social problems both in the world and in our country. In this regard, our study will focus on the development process of the legislation and practices regarding child neglect and abuse both in the world and in Turkey, and the deficiencies in the system.
