Abstract:

The Ombudsman is a public institution or official who receives, examines and concludes the complaints of citizens who have been violated rights and powers against government and public administration bodies. The Ombudsman first appeared in Sweden in the 18th century. Therefore, the first roots of the Ombudsman are based on the understanding of society, politics and public administration in the modern era. But historically the Ombudsman, in the 20th century and especially II. After the World War, it began to be implemented across the world at various levels of states. For in this period, the Ombudsman was considered as a way to get rid of the problems that the world’s states had caught within and from them. Thus, the phase in which the Ombudsman has shown its actual development is after 1945 and the end of the modern era. There is a great link between postmodernism and ombudsman that began to be discussed and gained importance after this period. In fact, the basic thesis of this article also suggests that the Ombudsman is a postmodern public administration-specific audit paradigm. Therefore, this article claims that the ombudsman found the original identity in the postmodern public administration era.
