Bu çalışmanın amacı, İlkokul 4. Sınıf İnsan Hakları, Yurttaşlık ve Demokrasi Dersi Öğretim Programının Bloom ve Revize Bloom Taksonomilerine göre incelenmesi ve değerlendirilmesidir. Bu bağlamda ilgili öğretim programında bulunan kazanımlar öncelikle taksonomilere göre incelenmiş, daha sonra da vatandaşlık eğitiminin genel amacı olan “iyi vatandaş” yetiştirme hedefi açısından değerlendirilmiştir. Bu amaç ve yaklaşım kapsamında çalışma, nitel araştırma yaklaşımında doküman inceleme tekniğine göre desenlenmiştir. Milli Eğitim Bakanlığı (MEB) tarafından 2018 yılında uygulanmaya başlanan 4. Sınıflar İnsan Hakları, Yurttaşlık ve Demokrasi Dersi Öğretim Programı çalışmanın dokümanları olmuştur. İlgili öğretim programında yer alan 29 kazanım ise bu çalışmanın veri kaynağını oluşturmuştur. Kazanımlar öncelikle Bloom Taksonomine göre iki araştırmacı tarafından çözümlenmiştir. Bu aşamada elde edilen bulgulara göre bilişsel alanda olan 27 kazanım ise ikinci bir çözümlemeyle Revize Bloom Taksonomisine göre incelenmiştir. Çalışmada elde edilen bulgulara ve ilgili öğretim programının genel amaçlarına göre yapılan değerlendirmeler neticesinde öğretim programındaki kazanımların, vatandaşlık eğitiminin temel amacı olan “iyi vatandaş” yetiştirmeye uygun olduğu görülmüştür.
The aim of this study is to examine and evaluate the Primary School 4th Grade Human Rights, Citizenship and Democracy Curriculum according to Bloom and Revised Bloom Taxonomies. In this context, the outcomes in the relevant curriculum were first examined according to taxonomies and then evaluated in terms of the general purpose of citizenship education, which is to raise "good citizens". Within the scope of this purpose and approach, the study was designed according to the document analysis technique in qualitative research approach. The documents of the study were prepared in the 4th Grade Human Rights, Citizenship and Democracy Curriculum, which was updated by the Ministry of National Education (MEB) started to be implemented in 2018. The 29 outcomes in the specified document have been defined as the data source of this study. The outcomes were analyzed by two analysts primarily according to Bloom's Taxonomy. According to the findings obtained at this stage, 27 outcomes in the cognitive field were analyzed according to the Revised Bloom Taxonomy with a second analysis. As a result of the findings obtained in the study and the evaluations made according to the general objectives of the relevant curriculum, it was concluded that the outcomes in the relevant curriculum were appropriate to raise "good citizens", which is the main purpose of citizenship education.
