Bu çalışmanın amacı Halkçı Parti’nin siyasal-toplumsal kimliği bağlamında bir değerlendirme yapmaktır. Türkiye’de, 12 Eylül askeri müdahalesi sonrası 1980-1983 askeri yönetim hâkim olmuştur. Mayıs 1983’te demokratik siyasal yaşama dönüş kapsamında yeni siyasi partiler kurulmaya başlamıştır. Halkçı Parti 20 Mayıs 1983’te bir grup sosyal demokrat-Atatürkçü tarafından kurulmuştur. Parti, 1983 Milletvekili Genel Seçimleri ve 1983 Mahalli İdareler Seçimlerine katılmış ve bu iki seçimde sırasıyla %30,1 ve %8 oy almıştır. Kasım 1985’te HP kendini feshetmiş, HP ile SODEP birleşerek SHP’yi kurmuştur. Makalenin amacı kapsamında ilk olarak 1950’den 1980’e kadar Türkiye’de siyasetin gelişimi incelenmiştir. Ardından 1970’ler Türkiye’sinde CHP içindeki tartışmalar siyasal yaşama etkileri bakımından analiz edilmiştir. Son olarak ise HP’nin temel metinleri ve liderlerinin söylemleri incelenerek partinin siyasal-toplumsal kimliği hakkında bilgi verilmiştir. Sonuç olarak HP’nin Batılı anlamda sosyal demokrat bir parti olarak nitelenemeyeceği tespit edilmiştir.
The aim of this study is to make an assessment in the context of the political-social identity of the People's Party. In Turkey, after the 12th September military intervention in 1980-1983 was the ruling of the military administration. In May 1983, new political parties began to be formed in the framework of the return to democratic political life. The People's Party was founded on May 20, 1983 by a group of Social Democrats-Atatürkçü. The party participated in the 1983 Parliamentary General Elections and the 1983 Local Administrative Elections, and in these two elections, respectively, received 30.1% and 8% of the votes. In November 1985, HP collapsed and joined SODEP and founded SHP. The aim of the article was first to study the development of politics in Turkey from 1950 to 1980. Then in the 1970s, the discussions within the CHP in Turkey were analyzed in terms of the political life impact. Finally, the basic texts of HP and the speeches of the leaders were studied and information about the political and social identity of the party was provided. As a result, it was established that HP could not be described as a social-democratic party in the Western sense.
