Çocuk ihmal ve istismarı sadece maruz kalan çocuğu ve aileyi değil aynı zamanda yaşadığı toplumu da etkileyen önemli bir sosyal sorundur. Bu açıdan, çocukların her tür ihmal ve istismardan korunmasında önemli görev üstlenen çocuk koruma hizmetlerinin incelenmesi ve değerlendirilmesi gerekmektedir. Bu doğrultuda hazırlanan çalışmanın amacı, Korunmaya Muhtaç Çocuk (KMÇ) birimlerinde görevli sosyal hizmet uzmanlarının çocuk ihmal ve istismar vakalarına verilen hizmetlere yönelik düşünce ve görüşlerini; çocuk ihmal ve istismar vakalarını değerlendirme sürecindeki mesleki tutum ve yaklaşımlarını, alandaki sorunları ve çözüm önerilerini incelemektir. Nitel araştırma yöntemi ile tasarlanan çalışmada, Konya ilinde KMÇ birimlerinde görevli 12 sosyal hizmet uzmanıyla Nisan- Mayıs 2019 tarihleri arasında derinlemesine görüşmeler yapıldı. Verilerin çözümünde içerik analizi kullanıldı. Çalışmada elde edilen sonuçlarda; çocuk ihmal ve istismarı vakalarının ilk değerlendirme sürecinde ebeveynlerin aşırı tepkili, kaba ve görüşmeyi ret edici davranışlar gösterdikleri, mağdur çocuğa uygulanan baskının ihmal ya da istismarı açıklamasını zorlaştırdığı, sosyal hizmet uzmanlarının cinsel istismar ve ensest vakalarında durumu aile üyelerine açıklanmada güçlük çektikleri ve vakalarının değerlendirilmesinde kararsızlık yaşadıkları belirlendi. KMÇ hizmetlerinde yaşanan sorunlar arasında; nicelik ve nitelik yönünden personel eksikliği yaşandığı ve hizmet içi eğitimin olmadığı belirlendi. Belirtilen önerilerde; personel sayısının artırılması, hizmet içi eğitimlerin verilmesi, çocuğa yönelik cinsel istismar alanında yüksek lisans mezunu meslek elemanlarının çalıştırılması ve süpervizörlük sisteminin getirilmesi yer aldı.
Child neglect and abuse is an important social problem that affects not only the child and the family being exposed, but also the society in which they live. In this respect, child protection services, which play an important role in protecting children from all kinds of neglect and abuse, should be examined and evaluated. The aim of this study is to examine the opinions and remarks of social workers in the Child Protection Units (CPU); their professional attitudes and approaches in evaluating child neglect and abuse cases; and the problems they face and their solutions offer in this regard. In this study, which was designed with qualitative research method, in-depth interviews were conducted with 12 social workers working in Child Protection Units in Konya between April-May 2019. Content analysis was used for data analysis. In the initial evaluation process of child neglect and abuse cases, it was determined that the parents were overreacting, rude and refusing the interview; the pressure applied to the victim child made it difficult to explain neglect or abuse; the social workers had difficulty in explaining sexual abuse and incest cases to the family members and they were indecisive in the evaluation process. Among the problems experienced in child protection services; it was determined that there was a lack of employee in terms of quantity and quality and there was no in-service training. Increasing the number of employees, providing in-service training, employing post-graduate professionals in the field of sexual abuse and introducing a supervisory system were among the suggestions mentioned.
