1923-1950 yılları arası Türkiye Cumhuriyeti’nde yapılan çalışmalar iç ve dış barışa katkı sağlamanın yanında toplumsal dönüşümün ve ekonomik kalkınma planlarının ana merkeze oturtulduğu “Yeniden Yapılanma” dönemi olarak ifade edilebilir. İmkanların oldukça kısıtlı olduğu bu süreçte bir yandan sosyal ve ekonomik gerçekliğin tespiti yapılırken öte yandan Anadolu’nun en ücra köşelerine varıncaya kadar bir toplumsal dönüşüm hedeflenmiştir. Bu bağlamda iç göçleri önleyerek yerleşik nüfus üretim seferberliğine katılması için bir dizi çalışmalar yapılmıştır. Bu amaçla, coğrafi şartların etkisi, ekonomik katkı sağlayacak alanların tespiti, imarı ve geliştirilmesi adımları atılmıştır. 1923-1950 faaliyetlerinde, Rize’nin potansiyeli, katma değer oluşturabilecek var-lıkları bu mülki adımlarla kayıt altına alınmaya başlanmıştır. Ekonomik kalkınma hamlelerinde, ziraat, balıkçılık ve hayvancılık belli bir kaide esasına göre ele alın-maya çalışılmış ve gerekli hukuki düzenlemeler yapılmıştır. Bu düzenlemelerin halka anlatılması ve icrası hususunda resmi kurumlar ve kişilerin yanı sıra, başta gazeteler olmak üzere yerel unsurlar da önemli rol oynamıştır. Bu makalede, ziraat, balıkçılık, hayvancılık ekseninde Rize tarihini etkileyen eğitim faaliyetleri, mülki çalışmaları, yatırımlar ve ekonomik durumu değerlendirilmiştir.
The work in the Republic of Turkey between 1923 and 1950 can be expressed as the period of "rebuilding" where social transformation and economic development plans were set at the main center, in addition to contributing to internal and external peace. In this process, where the possibilities are quite limited, on the one hand the social and economic reality is identified and on the other hand a social transformation is aimed to reach the most extensive corners of Anadolu. In this context, a series of studies have been conducted to participate in the mobility of indigenous population production by preventing domestic immigration. For this purpose, steps have been taken for the identification, construction and development of areas that will provide the impact of geographical conditions, economic contribution. In 1923-1950 activities, Rize’s potential, assets that could create added value began to be recorded by these ownership steps. In the economic development movements, harvest, fishing and livestock have been tried to be dealt with according to a certain principle and necessary legal regulations have been made. In the publication and implementation of these regulations, the official institutions and persons, as well as local elements, primarily the newspapers, have played an important role. This article evaluates the educational activities, property studies, investments and the economic situation that have affected the history of Rize in the Ziraat, Fishing, Animation Axis.
The years between 1923-1950 of the Republic was a period of restoration of internal and external peace as well as a period of “restructuring,” Turkey’s socio-economic transformation. Turkey, even though the resources were considerably limited, had to start to survey social and economic figures and facts on the one hand, and on the other hand, it had to deal with social transformation even in the most remote corners of Anatolia. Hence, a series of surveys were conducted to illustrate the situation and focused on certain policies and measures to prevent internal migration and mobilization of the settled populations. For this purpose, the impact of geographical conditions and demography were considered and certain regions were chosen. Within the scope of these activities, Rize’s socio-economic potential and assets were surveyed on a local scale and documented. Economically triggered mobility, agriculture, fisheries, animal husbandry were included in the records so that necessary legal regulations would be made. Public institutions and individuals as well as local people and foundations played an important role in the public admission and enforcement of these regulations. This study reviews policies and activities in Rize at the time pertaining to property, investment, finance and economy based on agriculture, fisheries and animal husbandry.
