Roma’nın Anadolu’daki Düzenlemeleri Çerçevesinde Lykaonıa’nın Siyasal ve İdari Yapısı

Antik Lykaonia’nın, batısında Phrygia Paroreia ve Doğu Pisidia, doğusunda Kappadokia, güneyinde Kilikia Trakheia (Dağlık Kilikia) ve güneybatında ise Isauria bölgeleri yer almaktadır. Lykaonia, gerek verimli ovası, gerek Anadolu’nun merkezinde yer alan konumu ve gerekse Kilikia Trakheia (Dağlık Kilikia), Isauria ve Pisidia gibi sık sık karışıklıkların yaşandığı yönetimi güç olan bölgelere yakınlığı nedeniyle Roma’nın Anadolu politikalarında ve idari düzenlemelerinde önemli bir yere sahip olmuştur. Öyle ki sözü edilen dağlık sahalarda yaşanan her karışıklıktan sonra bir takım idari düzenlemelere girişilmiş ve söz konusu düzenlemelerden Lykaonia da fazlasıyla etkilenmiştir. Bu nedenle Roma yönetimindeki Lykaonia’nın idari yapısı da zamana ve şartlara göre sık sık değişikliğe uğramıştır. Roma Cumhuriyet döneminde Asia ve Kilikia eyaletlerinin bir parçası durumunda olan Lykaonia, imparatorluk döneminde özellikle Isauria bölgesindeki şiddetli karışıklıkların sonrasında meydana getirilmiş Isauria Eyaleti’nin bir parçasını oluşturmuş, ya tres eparkheiada olduğu gibi Kilikia Eyaleti’nin üç yönetim bölgesinden birisi durumunda olmuş, ya da bağımsız bir eyalet olarak düzenlenmiştir. Roma’nın Lykaonia’ya ilişkin siyasal ve idari düzenlemelerinde Güney Lykaonia’nın daha öncelikli bir yer tutmuş olduğu anlaşılmaktadır. Bu ise Roma’nın bölgedeki askeri, ekonomik ve stratejik menfaatleri bakımından bölgenin Kuzey Lykaonia’ya göre daha önemli bir yer tutması ile açıklanabilir. Bu çalışmada Roma’nın Anadolu’da yapmış olduğu düzenlemeler çerçevesinde Lykaonia’nın siyasal ve idari yapısında meydana gelen değişiklikler ile söz konusu değişikliklerin sebepleri ve sonuçları tartışılmıştır.

Ancient Lykaonia is located in the west of Phrygia Paroreia and Eastern Pisidia, in the east of Kappadokia, in the south of Kilikia Trakheia and in the southwest of Isauria. Lykaonia has had an important place in the Anatolian policies and administrative arrangements of Rome due to its close proximity to the areas where frequently interference, such as Kilikia Trakheia (Mountainous Kilikia), Isauria and Pisidia, is located in the center of the Anatolian region. Thus, after every confusion in the aforementioned mountainous fields, a series of administrative arrangements were entered into and Lykaonia was too influenced by these arrangements. Therefore, the administrative structure of Lykaonia under the rule of Rome has also often changed according to time and conditions. During the Roman Republic, Lykaonia, which was part of the states of Asia and Kilikia, formed a part of the Isuria State, which was formed in the period of the empire, especially after the severe confusion in the region of Isauria, or was one of the three governments of the state of Kilikia, like the tres eparkheiada, or was organized as an independent state. It is clear that in the political and administrative arrangements of Rome concerning Lykaonia, South Lykaonia has held a priority place. This can be explained by the fact that in terms of the military, economic and strategic interests of Rome in the region, the region holds a more important place than North Lykaonia. This study discussed the changes that occurred in the political and administrative structure of Lykaonia in the framework of the arrangements made by Rome in Anatolia and the causes and consequences of these changes.

Ancient Lycaonia is located Phrygia Paroreia and East Pisidia in the west, Cappadocia in the east, Cilicia Tracheia (Rough Cilicia) in the south and Isauria in the southwest. Lycaonia has an important place in the Anatolian policies and administrative regulations of Rome due to its fertile plain, its location in the center of Anatolia, and its proximity to regions that are difficult to manage such as Cilicia Tracheia (Rough Cilicia), Isauria and Pisidia. So much so that after every confusion in the rough areas mentioned, a number of administrative regulations were initiated and Lycaonia was also heavily affected by these regulations. For this reason, the administrative structure of Lycaonia where under the rule of Rome, has also changed frequently according to time and conditions. It is understood that South Lycaonia has a precedence in the political and administrative regulations of Rome regarding Lycaonia. This can be explained by the fact that Rome had a more important the place in terms of its military, economic and strategic interests in the region than North Lycaonia. In this study, the changes in the political and administrative structure of Lycaonia and the causes and consequences of these changes were discussed within the context of the regulations made by Rome in Anatolia.
