Sosyal politikalar dezavantajlı gruplara fayda sağlamak amacıyla oluşturulmaktadır. Ancak bazı durumlarda bu politikalara duyulan güven düzeyinin düşük olması bir takım olumsuz sonuçlar doğurabilmektedir. Zihinsel engelli çocuğa sahip ebeveynlerin yaşadıkları ölüm kaygısı bu olumsuz sonuca bir örnek teşkil etmektedir. Bu noktadan hareketle çalışmada zihinsel engelli çocuğu olan annelerin sosyal politikalara duydukları güvenin çocuklarından önce ölme kaygısına etkileri araştırılmıştır. Araştırmada yalnızca zihinsel engelli çocuğu anneler ile görüşülmesinin temel sebebi, Türkiye İstatistik Kurumu (2011) verilerine göre zihinsel engelli çocuğun bakımını yüksek bir oranla (%81) annelerin üstlenmesidir. Ayrıca ülkemizde engel türlerinin oranları incelendiğinde, yine Türkiye İstatistik Kurumu (TÜİK, 2011) verilerine göre en büyük grubu %29,2 ile zihinsel engelliler teşkil etmektedir. Çalışmada Kasım 2017 - Ocak 2018 tarihleri arasında, İstanbul ilinde ikamet eden beş anne ile yapılan ve yarı yapılandırılmış görüşme formu ile elde edilen verilerden ulaşılan bulgular sunulmuştur. Görüşmeler esnasında ses kaydı alınmış, sonra yazıya geçirilmiş ve ardından sorular temelinde oluşturulan başlıklar altında veriler değerlendirilmiştir. Sosyal politikalara güven eksikliğinin zihinsel engelli çocuğu olan annelerin ölüm kaygılarının nedenleri arasında olduğu çocuklarından önce ölme korkusu nedeniyle de “Çocuğumu benden sonraya bırakma Allah’ım” diye dua ettikleri tespit edilmiştir. Kaygı veren bu durumun temel sebepleri üzerinde durulmuş, sosyal politikalar ile ilişkisi incelenerek sorunun çözümü ve giderilmesi için çeşitli öneriler getirilmiştir.
Social policies are created to benefit disadvantaged groups. However, in some cases, the low level of confidence in these policies can result in a number of negative consequences. The fear of death of parents with a child with mental disabilities is an example of this negative conclusion. From this point on, the effects of the trust they hear in social policies of mothers with mental disabilities in the work with the movement have been studied on the fear of death before their children. The main reason for the study that only mental disabled children were discussed with mothers is that according to data from the Turkish Statistical Bureau (2011) the care of mental disabled children was taken by mothers with a high rate (81%). In addition, when the rates of obstacles are studied in our country, again the Turkish Statistical Bureau (TÜIK, 2011) has a large group of mental disabled persons with 29.2%. In the study, between November 2017 and January 2018, the findings were presented from the data made with five mothers residing in the province of Istanbul and obtained by the semi-structured interview form. During the conversations, the voice was recorded, then written and then the data was evaluated under the titles created on the basis of questions. The lack of confidence in social policies has been found as one of the causes of death concerns of mothers with mental disabilities; because of their fear of dying before their children, they pray: "Let my child go after me, I am God." Based on the main causes of this worrying situation, the relationship with social policies has been studied and various suggestions for the solution and resolution of the problem have been brought.
