Abstract:

The decisions taken by the U.S. in the post-Cold War period in line with the principles of the realistic theory emphasize the return to the positivist tradition, while China’s intelligent power policies within the international system put the post-positivist tradition in the forefront. While the end of the two-pole world order in the post-Cold War period continued the U.S. administration to dominate within the system for a certain period of time, the political crisis resulting from the 9/11 terror events and the 2008 global financial crisis began to be questioned with a heavier voice on its hegemony within the system. The decline within the system has increased the claims that China, a rival power, could be a residential power. China’s continuous rise since the 2000s has led to a more significant role in the system. This study will also be examined on the basis of the competition between the U.S. and China on the basis of the realistic and neo-Gramsian hegemony concepts of the transformation of power within the international system, addressing the fact of hegemony in international relations. The main problem of the study is the argument that China's increasing economic and social political power will have a transformative impact on the system in the framework of the Neo-Gramsian hegemony concept.
