KARAKÖPRÜ’DEKİ OKULLARA ERİŞİLEBİLİRLİĞİN COĞRAFİ BİLGİ SİSTEMLERİ (CBS) TABANINDA ANALİZİ

Abstract:

Teknolojik gelişmeler, hızlı nüfus artışı, sanayileşme gibi etkiler, şehirlerin alt ve üstyapısı üzerinde önemli değişikliklerin yaşanmasına neden olmuştur. Bu durum, özellikle dünyanın küresel bir köye dönüştüğü günümüzde, şehirler üzerindeki etkisini daha belirgin bir şekilde hissettirmektedir. Şehirlerde yaşanan bu ve benzeri sorunlar, akıllı kent ve mekânsal analiz gibi konuları ön plana çıkararak Coğrafi Bilgi Sistemlerinin bu alandaki kullanımını zorunlu hale getirmiştir. Yapılan mekânsal analizler, şehirlerin taşıma kapasitesi hakkında bilgiler vererek, başta güvenlik olmak üzere ulaşım, altyapı gibi birçok sorunların tespit edilip, bunların çözümüne olanak sağlamaktadır. “Karaköprü’deki Okullara Erişilebilirliğin Coğrafi Bilgi Sistemleri Tabanında Analizi” başlığı ile hazırlanan bu çalışmada Karaköprü şehir merkezindeki okulların mekânsal analizi gerçekleştirilmiştir. İlgili kurumlardan temin edilen sayısal ve vektör veriler, bir coğrafi bilgi sistemleri yazılımı olan ArcGIS 10.5 programıyla haritalandırılmıştır. Haritalar hazırlanırken erişilebilirlik analizinde verilere topoloji ve network (ağ) analizi, ilgili mevzuattaki mesafeler (Resmî Gazete, 2014a) ile daha önce erişilebilirlik üzerine çalışılmış diğer çalışmalarda (Güray ve Kemeç, 2016 Sezer, Deniz ve Topuz, 2018 Sezer, Deniz, Kocaman ve Topuz, 2019) kullanılan alternatif mesafelere uygun olarak analiz edilmiştir. Çalışmanın sonucunda erişilebilirlikte en büyük problemin yaşandığı okul kademelerinin anaokulu ve ilkokul olduğu tespit edilmiştir. Ortaokul ve Lise kademesindeki okullarda ise erişilebilirlik sıkıntısını az da olsa ortadan kaldırdığı görülmektedir.

Technological developments, rapid population growth, industrialization and other effects have led to significant changes in the sub- and superstations of the cities. This situation makes it more evident, especially today when the world has become a global village, its impact on cities. These and similar problems in cities have made the use of geographical information systems in this area compulsory by putting topics like smart cities and spatial analysis in the forefront. The spatial analyses made, by giving information about the transportation capacity of cities, primarily the safety, transportation, infrastructure and other problems are identified and enabled to be solved. This study, prepared with the title "Analysis on the basis of the Geographic Information Systems of Accessibility to Schools in Karaköprü", conducted a spatial analysis of the schools in Karaköprü city centre. The numerical and vector data provided by the relevant institutions are maped with the ArcGIS 10.5 program, a geographical information systems software. The topology and network (network) analysis of data in accessibility analysis during the preparation of maps, the distances in the relevant legislation (Official Gazette, 2014a) and other studies previously studied on accessibility (Güray and Kemeç, 2016; Sezer, Sea and Topuz, 2018; Sezer, Sea, Kocaman and Topuz, 2019) were analyzed according to the alternative distances used. The study found that the biggest problem in accessibility was the school stages and primary schools. In high school and high school, the lack of accessibility seems to be eliminated.

These and similar problems in cities have brought to the fore such as smart city and spatial analysis, making the use of Geographic Information Systems in this field mandatory. Spatial analysis made provides information about the carrying capacity of the cities, and enables many problems such as security, transportation and infrastructure to be identified and resolved. Spatial analysis of the schools in the city center of Karaköprü was carried out in this study, which was prepared under the heading “Analysis of Accessibility to Schools in Karaköprü on the Geographic Information Systems Base”. Numerical and vector data obtained from the relevant institutions are mapped with ArcGIS 10.5 software, a geographic information systems software. While preparing the maps, the topology and network (network) analysis of the data in the accessibility analysis were analyzed in accordance with the distances in the relevant legislation and the alternative distances used in other studies that previously studied accessibility. As a result of the study, it has been determined that the primary school and primary school where the biggest problem is encountered in accessibility. On the other hand, it is seen that accessibility problem is not much in secondary and high school schools.
