Suriyeli göçmenlerin eğitimi, yirmi birinci yüzyılın en büyük göçmen krizinin temel meselelerinden biridir. Göçmenlerin eğitimine ilişkin başlıca politika hedefi okul çağındaki çocukların ev sahibi ülkelerin ulusal sistemlerine dahil edilmesidir. Tüm çocukları içeren kapsamlı bir öğrenim sürecinin oluşturulması bulundukları ülkeler için büyük bir mali yük oluşturmaktadır. Suriyeli göçmenlerin sırasıyla en fazla bulunduğu üç ülke Türkiye, Lübnan ve Ürdün’dür. Hanehalkının yoksulluğu ve maddi yaşam koşulları, okul çağındaki göçmen çocukların eğitime erişimini doğrudan etkilemektedir. Ülkelerin üstlendiği eğitim maliyetinin hafifletilmesi uluslararası müdahaleler aracılığıyla sorumluluğun paylaşılmasını gerektirmektedir. Ancak çeşitli yardım programları ve fonlar aracılığıyla parasal yardım sağlayan Birleşmiş Milletler’in ve Avrupa Birliği’nin desteği yetersizdir. Doğru politikaların uygulanması ve yeterli düzeyde kaynağın tahsis edilmesi göçmenlerin eğitime erişimini artıracaktır. Çalışma, Suriyeli göçmen çocukların eğitiminde sorumluluk paylaşımını geliştirmeye yönelik öneriler sunmaktadır. Çalışmada nitel araştırma yöntemi kullanılmıştır. Göçmen çocukların eğitiminin finansmanına ilişkin doküman analizi aracılığıyla elde edilen veriler karşılaştırmalı olarak değerlendirilmiştir.
The education of Syrian immigrants is one of the core issues of the twentieth-first century’s biggest immigrant crisis. The main policy on the education of immigrants is to include children in school age in the national systems of host countries. The creation of a comprehensive learning process that includes all children creates a huge financial burden for the countries where they are. Three countries with the largest number of Syrian migrants, respectively, are Turkey, Lebanon and Jordan. The poverty of the households and the material living conditions directly affect the access to education of school-age immigrant children. The reduction of the education costs that the countries undertake requires the sharing of responsibility through international interventions. But the support of the United Nations and the European Union, which provides financial aid through various aid programs and funds, is insufficient. Implementation of the right policies and adequate resource allocation will increase migrants’ access to education. The study provides recommendations for improving responsibility sharing in the education of Syrian immigrant children. The research method was used in the study. The data obtained through the document analysis of the financing of the education of immigrant children have been comparative.
