Electoral systems concentrate on either of the following principles of “justice in representation” or “stability in government”. The systems which concentrate on the principle of justice in representation are called “proportional representation systems”, the systems which concentrate on the principle of stability in government are called “majority systems”. So as to maintain stability in government, one of the majority systems can be preferred, whereas the same result can be achieved via election threshold implementations under the proportional representation systems. The Constitutional amendments regarding the governmental system made in the last year in Turkey are aimed at ensuring a stable government. Additionally, with the amendment allowing political parties to form an electoral alliance, those electoral alliances which had been in practice in past electoral periods have gained legal arrangement. This situation has awakened the issue of electoral systems and threshold implementation in Turkey.
