İslam medeniyetinden devralınan köklü bir miras olan vakıfların, Türk-İslam dünyasında da toplumun pek çok ihtiyacına cevap veren yaygın bir müessese olarak bütün haşmetiyle varlığını koruduğu bilinen bir gerçektir. Cemiyetin dini vecibelerini yerine getirdikleri büyüklü küçüklü cami, mescit ve dergahlar; mektep, medrese, kütüphane türü ilim-irfan yapıları; su kemeri, çeşme, sebil, hamam nevi nezafet eserleri; kervansaray, han, kapan, arasta, bezzazistan benzeri sosyo-iktisadi yapılar ve nihayet yol, köprü gibi bayındırlık eserleriyle tabhane (imaret), bîmarhane, darülaceze türü gündelik hayatın muhtelif alanlarına dair yapıların hemen hepsi vakıf üzerinden bina ve tesis olunmakta; tüm hizmet ve faaliyetlerini de yine vakıf kanalıyla finanse etmektedir. Vakıf müessesesi bünyesinde su vakıflarının, tarihin hemen her devrinde, ayrı bir yeri vardır. Çünkü su, insan ve canlı hayatının en temel unsurudur. Çalışmada, Cumhuriyetin kuruluş yılında, Afyon Karahisar, Aziziye İlçesi Dere Köyde ihya edilmiş iki adet çeşmenin tamir ve bakımı için tesis edilen mütevazi bir nukûd-çeşme vakfı tanıtılıp değerlendirilecektir. Hem bir su, hem de para vakfı olarak ilginç bir örnektir. Vakfın Türk kültüründeki devamlılığını göstermesi bakımından da önemlidir.
