Türkiye’nin deprem kuşağında yer alması ve sık sık deprem afetine maruz kalarak büyük yıkımlar görmesi nedeniyle afet öncesi ve sonrası afet yönetimiyle ilgili kurumlara ve nitelikli insan kaynağına olan ihtiyacı önemli kılmaktadır. Bu çalışmanın amacını 23 Ekim 2011 tarihinde gerçekleşen Van depremi ve 24 Ocak 2020 tarihinde Elâzığ’da gerçekleşen deprem afeti sonrasında Gençlik Spor Bakanlığına bağlı gençlik merkezlerinin afet sonrası etkinliklerinin incelenmesi, sonuç ve öneriler sunulması oluşturmaktadır. Çalışmada belge tarama metodu uygulanmıştır. Sonuç olarak; gençlik merkezlerinin afet sonrası planlamalarına yönelik bütünleşik, sistemli ve detaylı afet yönetim planlamalarına ihtiyaç olduğu, gençlik merkezi çalışanlarının yılın belirli dönemlerinde psiko-sosyal eğitimler alması gerekliliği görülmüştür. Gençlik merkezleri planlanırken afet hizmetlerine yönelik olarak da düşünülmesi gerektiği ve Türkiye gibi afetlere sık sık maruz kalan bir ülke için gençlik merkezlerinin afete yönelik kullanılacağı düşünüldüğünde yapılacak olan yatırımların, gençlik merkezi çalışanlarına verilecek olan eğitimlerin pek çok açıdan verimli olacağı muhtemeldir. Sonuçların ülkemizin yönetim yapısında olanlara yol gösterici bir nitelikte katkı sunması beklenmektedir.
Turkey's position in the gathering of earthquakes and frequently exposed to earthquake catastrophes make the need for institutions related to catastrophe management before and after the catastrophe and qualified human resources important. The purpose of this study is to study, find out the results and recommendations of the youth centers associated with the Ministry of Youth Sports after the Van earthquake that took place on 23 October 2011 and the earthquake that took place on 24 January 2020 in Elazığ. In the study, the document screening method was applied. As a result, the need for integrated, systematic and detailed catastrophic management plans for the after-catastrophic planning of youth centers, the need for youth center employees to receive psycho-social training in certain periods of the year has been seen. When youth centers are planned, it is likely that the investments to be made when considering the use of youth centers for a country that is frequently exposed to disasters such as Turkey, the training that will be provided to youth center employees will be efficient in many ways. The results are expected to contribute in a guiding quality to those in the government structure of our country.
