Duties, powers, and reasons for the existence of the special provincial administrations are discussed from the 19th century to the present. Law 6360, enacted in 2012, has triggered political, administrative, and social changes in the local administration system as it deems necessary to abolish the special provincial administrations in 30 metropolitan cities. This law has also opened up the debates on the future of whole special provincial administrations. The purpose of this research is to analyze the reasons for the establishment of special provincial administrations and their future. The research is based on interviews. The sample unit of the research is the members of the provincial assemblies. As a result of the analysis, it was found that the approaches of the members of the provincial council towards the future of the special provincial administrations may change according to the attitude and behavior of the political parties they belong to and that the political power might be centralized locally with the new model.
