In Turkey, with the proclamation of the Republic, efforts aimed at animal breeding and the improvement of animal breeds accelerated, and legal arrangements were enacted. Of these legal arrangements, the “Law on the Improvement of Animal Breeds” put into force in 1926, stipulated the allocation of public land deemed appropriate for the establishment of stud farms, cow farms and bull farms to the Ministry of Agriculture; the raising of imported and local animal breeds at stud farms, cow farms and sheep and goat pens for breeding purposes; the distribution of studs to stud farms and other animals, in accordance with the regulations, to villages at no cost and to owners of breeder animals and companies against remuneration. Based on this Law, with an aim to improve the animal breeds raised in Eastern Anatolia, pursuant to the Decree dated 15 September 1936 of the Prime Ministry, the Göle Cow Farm was established in Kars province as one of the first cow farms of the republican period. The Şerefiye village of Göle district, selected as the construction site of the cow farm owing to its rich pastures, and the lands within the borders of the Akpınar and İsa meadows of the Cılavuz locality of the central district of Kars province were allocated to the Ministry of Agriculture for the construction of the buildings of the cow farm, foal farm and bull station. Following the abolishment of the Directorate General of Veterinary Services in 1984 as part of the reorganisation of the Ministry of Agriculture, together with the other stud farms and cow farms, the Göle Cow Farm was subordinated to the Directorate General of Agricultural Enterprises. In the following years, as is the case with several other public institutions, the Göle Cow Farm, on the grounds that it did not make profit but lost money, was privatized in 2005. This study is aimed to shed light on the establishment and development of the Göle Cow Farm, which holds an important position in the livestock sector in Kars province and its vicinity.
