Covid-19 gibi salgın hastalıklar dünya tarihi boyunca ekonomik, sosyal ve yönetimsel alanlarda geniş çaplı değişikliklere yol açmıştır. Bu bağlamda Covid-19’un dünya gündemine girmesi bazı akademik tartışmaları beraberinde getirmiştir. Söz konusu akademik tartışmaların merkezinde “ulus devletin geleceği” meselesi yer almaktadır. Salgınla mücadelede politika ve süreçlerin, ulus devlet olgusu açısından yarattığı etkilerin iki ana eksende seyrettiğini söylemek mümkündür. Birincisi salgının ulus devlete ilişkin değerleri güçlendireceği yönündeki görüştür, ikincisi salgının ulus devlet anlayışını zayıflatarak küresel değer ve politikaları geliştireceği yönündeki görüştür. Otoriter ve demokratik rejimlerden salgınla mücadeledeki etkinliği ise bir diğer tartışma konusudur. Salgınla mücadelede otoriter rejimlerin demokratik rejimlere göre daha etkili olduğu iddia edilmektedir. Bu makalede salgın ile mücadele sürecinde ulus devletlerin öngörülen geleceği ve küreselleşme sürecinin nasıl devam edeceği sorusuna yanıt aranmaya çalışılmıştır. Covid-19 salgının etkisinde devletlerin yönetim anlayışları ile ilgili yakın geleceğe dönük beklentiler ve tahminler değerlendirilmiştir. Çalışmada literatür taramasına dayalı nitel araştırma yöntemi kullanılmıştır. Makalede elde edilen veriler ışığında küreselleşmenin mi yoksa ulus devletin mi güç kazanacağı, salgınla mücadelede otoriter rejimlerin mi yoksa demokratik rejimlerin mi daha etkili olduğu tartışılmıştır. Araştırmanın sonucunda, ne ulus devletlerin mutlak bir şekilde güçlenmesiyle ne de küresel ya da ulus üstü yapıların mutlak anlamda geri çekilmesiyle karşı karşıya olduğumuz belirtilmektedir. Küreselleşme-ulus devlet diyalektiğinde “ulusal” olanla “küresel” olanın birlikteliğinin gerekli olduğu vurgulanmaktadır. Salgınla mücadelede otoriter rejimlerin demokratik rejimlere göre daha etkili olduğu düşüncesinin doğru olmadığı ifade edilmektedir.
Epidemics such as Covid-19 have paved the way to wide-ranging articles on economic, social and administrative publications throughout the history of the world. In this context, the introduction of Covid-19 on the world agenda brought some academic discussions recently. The issue of "the future of the nation state" is on the front of burner among these scholarly debates. In terms of the nation-state phenomenon, it is possible to say that the effects of policies and processes in combating the epidemic follow two main dimensions considering their results. The first one; the epidemic may strengthen the values of the nation-state; the second one is that the epidemic may develop global values and policies by weakening the understanding of the nation-state. Another subject of discussion is states effectiveness in combating the outbreak of the pandemic based on their regimes, authoritarian and democratic. It is claimed that authoritarian regimes are more effective than democratic regimes in tackling the epidemic. The purpose of this article is to examine the possible future of nation-states in combating the epidemic and the globalization process. With the severe impact of the Covid-19, the future expectations and predictions regarding the ruling manner of the states were evaluated. A qualitative research method based on literature review was used in the study. In the light of the data collected from the literature, it is discussed whether globalization or the nation state will gain strength and whether authoritarian regimes or democratic regimes are more effective in combating the epidemic. Based on the research results, the pandemic’s impact is neither the absolute strengthening of nation-states nor the total withdrawal of global or supranational structures. In the debate of globalization-nation-state, it is emphasized that the unity of the "national" and the "global" are necessary. Moreover, the claim that authoritarian regimes are more effective than democratic regimes in combating the epidemic is inaccurate.
