İnsan Haklarını İnceleme Komisyonu, “insan hakları ihlallerini uluslararası taahhütlere uygun olarak önlemek” gerekçesiyle 1990 yılında kurulmuştur. Komisyon; resen araştırmalarıyla insan hakları alanındaki tüm gelişmeleri takip eder, insan haklarının ihlal edildiği iddiasıyla kendisine yapılan bireysel başvuruları sonuçlandırır, insan hakları alanında iç hukukta yapılması gereken yasal düzenlemeleri önerir, kendisine sevk edilen kanun tekliflerini görüşür ve kendisinden diğer komisyonlarca istenen konularda görüş bildirir. Türkiye Büyük Millet Meclisi, Komisyon tarafından çalışmalarının neticeleri hakkında hazırlanan raporu görüşerek bilgi edinir. Böylece insan hakları alanında üzerine düşen görevler ve alınması gereken önlemlerle ilgili fikir sahibi olur. Gerek görürse, komisyon raporları kapsamında yürütme organına karşı anayasal denetim araçlarını kullanır ve kamuoyunun dikkatini bu raporlara çeker. Buna ek olarak, mevzuat kaynaklı yeni ihlalleri önlemek adına, Komisyonun kanun teklifleri hakkındaki görüşlerinden yararlanır.
The Human Rights Review Commission was founded in 1990 on the grounds of "preventing human rights violations in accordance with international commitments". The Commission follows all developments in the field of human rights, concludes the individual applications to it with the allegation of human rights violations, proposes legal arrangements in the field of human rights, discusses the proposals of law submitted to it, and makes its opinion on the issues requested by other committees. The Greater National Assembly of Turkey shall obtain information by discussing the report prepared by the Commission on the results of its work. In this way, he will have an opinion on the tasks and measures to be taken in the field of human rights. If necessary, the Commission shall use constitutional control tools against the executive body in the framework of the reports and draw the public attention to these reports. In addition, in order to prevent new legislative infringements, the Commission shall take advantage of its opinions on legislative proposals.
The Human Rights Inquiry Committee was established in 1990 to "prevent human rights violations in accordance with international commitments". The Committee independently monitors all developments about human rights; examines and decides on individual applications concerning claims of human rights violations; provides recommendations about amendments in national law on human rights; reviews bills that are referred to the committee and provides its opinion on matters requested by other committees. The Turkish Grand National Assembly (TBMM) reviews and discusses Committee reports about the results of the Committee's activities. Thus the TBMM is informed about its duties and measures to be taken about human rights. If it deems necessary the TBMM uses constitutional supervision tools on the executive body and attracts public's attention on these committee reports. Additionally, in order to prevent potential new violations caused by laws and regulations, the TBMM can apply for advisory opinion of the Committee.
