Bu çalışmanın amacı, son yıllarda önemi gittikçe artan pazarı olmayan orman mal ve hizmetlerinin değerlerinin belirlenmesinde sıklıkla adı geçen ve çoğu zaman tam karşılıkları anlaşılmayan bazı terimleri tanımlamak, orman kaynaklarıyla ve arazi kullanım değişiklikleriyle ilgili karar süreçlerinde bu kavramlara yer verilmesi hususunda orman kaynak yöneticilerinde farkındalık yaratmaktır. Bu kapsamda öncelikle, ekonomik ve çevresel anlamda değer ve fayda terimleri tanımlanmış, daha sonra bu terimlerle yakından ilişkili değer belirleme, toplam ekonomik değer, dışsallık, çevresel maliyet ve çevresel muhasebe terimlerinin İngilizce ve Türkçe karşılıkları ile tanımları verilmiş ve aralarındaki ilişkilere değinilmiştir. Fayda kavramının değer olgusunu yaratan unsurlardan birisi olduğu, değer kavramının ise fayda düzeyindeki değişimlerin bir karşılığı olduğu vurgulanmıştır. Sonuç olarak, bu kavramların orman kaynaklarının yönetiminde ve arazi tahsis kararlarında dikkate alınmadıkları takdirde, ekonomik kayıpların oluşabileceği ve kaynak yönetiminde etkinsizliğe yol açılabileceğine değinilmiştir. Ayrıca, ormancılık sektörünün toplumun refah düzeyine olan gerçek katkısını ortaya koyabilmek için bu kavramların da göz önünde bulundurulduğu bir orman kaynak yönetiminin önemi ortaya konulmuştur
The objective of this study is to identify certain terms that are often referred to in the determination of the values of non-market forest goods and services that are increasingly important in recent years and often not fully comprehensible, to raise awareness in forest resources managers about the inclusion of these concepts in the decision-making processes regarding forest resources and land use changes. In this context, first, the terms of value and benefit in the economic and environmental sense were defined, then the definitions of the terms of value, total economic value, externality, environmental cost and environmental accounting were given and referred to the relationships between them in English and Turkish. It is emphasized that the concept of benefit is one of the elements that create the value fact, and the concept of value is a reward for changes in the benefit level. Consequently, if these concepts are not taken into account in the management of forest resources and land allocation decisions, economic losses may occur and may lead to insufficiency in the management of resources. Furthermore, the importance of a forest resource management, in which these concepts are also taken into account to reveal the real contribution of the forestry sector to the level of well-being of society, has been revealed.
The purpose of this study is to define some terms that are frequently mentioned in determination of the values of non-market forest goods and services which has become increasingly important in recent years, and to create awareness for forest resource managers about including these concepts in decision processes related to forest resources and land use changes. In this context, firstly, the terms of value and benefit were economically and environmentally defined, then, the definitions of terms such as valuation, total economic value, externality, environmental cost, and environmental accounting which are closely related to these terms and their English and Turkish synonyms were given and the relationship among them are mentioned. It was emphasized that the concept of benefit is one of the elements that creates the concept of value, and that the concept of value is a response to changes in benefit level. As a result, it has been mentioned that if these concepts are not taken into account in the management of forest resources and land allocation decisions, economic losses and inefficiency in resource management may ocur. In addition, in order to reveal the real contribution of the forestry sector to the welfare level of the society, the importance of a forest resource management in which these concepts are taken into account was put forward.
