İslâm dini, ihtiyacından fazla bir mala/gelire sahip olan Müslümanları zengin kabul etmekte ve dolayısıyla nisap denilen zenginlik ölçütünün üzerinde bir mala/gelire sahip olanları zekâta tâbi tutmaktadır. Çağımızda zenginliğin bir ölçütü olan nisap nasıl tespit edilmelidir? Kimler buna göre zengin sayılmalı ve zekât ödemekle yükümlü tutulmalıdır? Diğer taraftan günümüzde zekât gelirinden öncelikli olarak yararlanması gereken yoksulların muhtaçlık dereceleri (muhtaçlık nisabı) sosyo-ekonomik ölçütlere göre nasıl tespit edilmelidir? Bu karmaşık sorular, çağdaş dünyamızda da zenginlerle yoksullar arasında bir sosyal köprü vazifesi gören zekât sisteminin ve buna bağlı olarak zenginlik ve muhtaçlık nisabının klâsik dönemlerde uygulandığından farklı olarak yeniden gözden geçirilmesi gerektiğini göstermektedir. Dolayısıyla yoksullukla mücadelede yeni bir zekât modelinin geliştirilmesine ve mevcut sosyo-ekonomik veriler üzerinden bir nisap belirleme yönteminin oluşturulmasına gerek vardır. Bu makalede ilahiyatçı Prof. Dr. Hayrettin Karaman ve sosyal siyaset uzmanı Prof. Dr. Ali Seyyar’ın geliştirdiği zekât modelinin zengin ve yoksul kesimlere ait nisap belirleme yöntemlerine ağırlık verilecek ve bu çerçevede bir değerlendirme yapılacaktır.
The Islamic religion accepts rich Muslims who have more than a need for money and thus keeps those who have more than a need for money over the proportional wealth measure. How should we determine the ratio that is a measure of wealth in our time? Who is the rich man and who is the wicked man? On the other hand, how should the needs of the poor, which must be primarily benefited from the income of zakat today, be determined according to socio-economic standards? These complex questions show that in our contemporary world, the Zekate system, which is also a social bridge between the rich and the poor, and therefore the proportion of wealth and need should be re-examined in a different way than in the classical period. Therefore, it is necessary to develop a new Zakat model in the fight against poverty and to create a method of ratio determination through existing socio-economic data. In this article, the theologist Prof. Dr. Hayrettin Karaman and the social policy expert Prof. Dr. Ali Seyyar will emphasize the methods of determining the proportion of the zakat model of the rich and poor sections and will be evaluated in this framework.
