Futbol gerek Türkiye’de gerekse dünyada çok sevilen bir spor dalı konumundadır. Futbolun oyun tarzı, hem bireyin hem de toplumun ilgisini çekmektedir. Her oyunda olduğu gibi, bu oyunun da kurallara hâkim bir bilirkişi tarafından yönetilmesi ihtiyacı otorite kavramını doğurmuştur. Futbolun otorite kaynağı da hakemdir. Hakem, oyunu yöneten ve oyunun gidişatını şekillendiren kişidir. Otorite ve rasyonalite kavramlarının toplumsal sınıflamasını yapan ilk kişi ise Max Weber’dir. Hakemin kararlarının, Weber’in rasyonalite tipleriyle gösterdiği benzerlikler ve futbol hakeminin rasyonalitesine VAR sisteminin etkisi bu makalede tartışılmıştır. Hakem, otoritesinin kaynağını kural kitabından ve yasalardan alır. Bu anlamda hakem, yasal-ussal otorite tiplemesine girer. Bu çalışmada, Weber’in otorite tiplemelerine ek olarak rasyonalite sistemi de ele alınmakta ve bu doğrultuda VAR sisteminin hakemin rasyonalitesine etkisi ve taraftar görüşleri ile hakemin görüşleri arasındaki fark incelenmektedir. Bu incelemede hakemin formal rasyonelliği ile taraftarların substansif rasyonelliğinin birbirleriyle çeliştiği, gelişen teknoloji ile bu çelişkinin daha çok ortaya çıktığı görülmektedir. Bu anlamda VAR sistemine geçiş kaçınılmaz olmuştur. Buna ek olarak post-modern teorisyenler olan Fouccault ve Deleuze’un görüşleri de Weber’in devamı niteliğinde ele alınarak tartışılmıştır. Foucault’un panoptikon kavramı ile hakem sürekli izlenir durumdadır. Bu izlenme futbolu pozitif etkilemekiştir. Deleuze’e göre ise disiplin toplumlarından denetim toplumlarına geçiş hızlanmıştır. Bu anlamda da VAR futbolda denetimi arttırmaktadır. Fakat denetimin artması birçok açıdan avantajlı gibi görünmesine rağmen, bazı istenmeyen durumların oluşabileceği de göz ardı edilmemelidir.
Football is a very popular sport in the world. The style of football attracts the interest of both the individual and society. As in every game, this game has also generated the concept of authority that it needs to be managed by a ruler of the rules. The authority source of football is the judge. The judge is the person who manages the game and shapes the course of the game. The first person to classify the concepts of authority and rationality is Max Weber. The similarities of the judgment by Weber with the rationality types and the impact of the VAR system on the rationality of the football judge are discussed in this article. The judge takes the source of his authority from the book of rules and the laws. In this sense, the judge enters the type of legal-ussal authority. In this study, in addition to Weber’s authority types, the rationality system is also discussed and in this direction the VAR system’s impact on the rationality of the judge and the difference between the supporters’ opinions and the judges’ opinions. In this review, the formal rationality of the judge and the substantive rationality of the supporters are contradicted with each other, with the developing technology, this contradiction is more apparent. In this sense, the transition to the VAR system was inevitable. In addition, the views of the post-modern theorists, Fouccault and Deleuze, were also discussed by the continuity of Weber. With Foucault’s panopticon concept, the judge is constantly monitored. This view of football has a positive impact. According to Deleuze, the transition from disciplinary communities to supervisory communities has been accelerated. In this sense, there is also an increase in control in football. But although increased control appears to be advantageous in many ways, it should not be neglected that some unwanted situations may occur.
