Türk Polis Okulları Ve Onların Cumhuriyetin İlk Dönemindeki Yeni Devletin Modernleşme Sürecindeki Rolleri 1923-1938

Abstract:

Bu makale, Türkiye’de 1923-1938 yılları arasında faaliyet göstermiş olan farklı seviyelerdeki polis okullarını, Osmanlı döneminde faaliyet göstermiş olan polis okullarıyla kıyaslayarak incelemektedir. Alım (seçme) kriter ve metodları da, bu çalışmada analiz edilmiştir. Makale aynı zamanda, her tip ve seviyedeki polis okullarinin (polis okulları, Polis Koleji ve Polis Enstitüsü) müfretdatıyla alakalı da detaylı bilgi vermektedir. Bundan başka, çalışma, Osmanlı ve cumhuriyetin ilk dönemi polis okulları müfredat ve alım kriterleri arasındaki benzerlik ve farklılıkları da kapsamaktadır. Çalışmada, kuruluşundan başlamak üzere, Atatürk dönemi sonuna kadar olan süreçteki Türk polis tarihiyle ilgili bilgiler görmek de mümkündür. Ayrıca, Osmanlı döneminden itibaren başlayan, Türk Milli Polis Teşkilatı’nın modernleşme süreci de bu çalışmanın bir parçasıdır. Bu çalışmada, cumhuriyetin ilk dönemindeki tüm sistem değişikliğinin bir parçası olan, polis sistemi değişikliği de değerlendirildi. Türkiye Cumhuriyeti’nin ilk on beş yılı olan bu dönem, Türk tarihinin nev-i şahsına münhasır bir dönemiydi. Mustafa Kemal Atatürk’ün önderliğinde Türkiye seküler bir devlet olarak doğuyordu. Bu süreç ve onun doğasında var olan meydan okumalar, polis okullarının yapısına olduğu gibi, modern Türk Polisi’nin inşaasına ve polis teşkilatı mensuplarının eğitimine de yansıtıldı. Çalışmada, Atatürk dönemi Türk Polis Okulları’nı tasvir ve onların Türk ulus devleti inşaasındaki rollerini analiz ederken, hem Türk arşiv belgeleri ve hem de ikincil kaynaklar kullanıldı.

Abstract:

This article examines the police schools of different levels that operated in Turkey between 1923 and 1938, compared to the police schools that operated in the Ottoman period. The criteria and methods of purchase (selection) were also analyzed in this study. The article also provides detailed information about the murder of police schools of all types and levels (police schools, police college and police institute). In addition, the study also covers the similarities and differences between the programming and acquisition criteria of the Ottoman and the first period of the Republic's police schools. In the study, it is also possible to see information about the Turkish police history in the process, which was until the end of the Atatürk period, starting with the establishment. Furthermore, the process of modernization of the Turkish National Police Organization, which began since the Ottoman era, is also part of this work. In this study, the change in the police system, which was part of the whole system change in the first period of the republic, was also assessed. This period, the first fifteen years of the Republic of Turkey, was an exclusive period for the ne-i person of the Turkish history. Under the leadership of Mustafa Kemal Atatürk, Turkey was born as a secular state. This process and the challenges that exist in its nature were reflected in the structure of police schools, the construction of modern Turkish Police and the training of police officers. The study describes the Turkish Police Schools of the Atatürk period and analyses their roles in the construction of the Turkish national state, while both Turkish archive documents and secondary sources were used.

This article examines the different levels of police schools operated in Turkey between 1923 and 1938 by comparing them with the police schools operated during the Ottoman period. Recruitment criteria and methods were also analyzed in this study. The article gives detailed information about the syllabi of each type of police schools (police schools, Police College and Police Institution) as well. Furthermore, the study covers the similarities and differences of Ottoman and Early Republic period police schools’ syllabi and recruitment criteria. It is also possible to see information about the history of Turkish Police starting from its establishment to the end of Atatürk period in the study. Moreover, the modernization process of Turkish National Police, starting from Ottoman period, is a part of this study. As a part of whole system change, police system change during early republic period was assessed in this work. This period, the first fifteen years of the Republic of Turkey, was unique in Turkish history. Under the leadership of Mustafa Kemal Atatürk, Turkey was emerging as a secular state. This process, and the challenges inherent in it, were reflected in the construction of the modern Turkish police and in their officer training as seen in the police schools. Both Turkish archival documents and secondary sources were used to describe the Turkish Police schools of the Atatürk period and analyze their roles in the building of the Turkish Nation State.
