Abstract:

Participating budgeting, which forms the financial context of participating democracy, has become one of the fundamental processes of the public financial management in the world in the last quarter of the 20th century, and in the 21st century in Turkey. But this process, with the existence of legal arrangements, does not only depend on the administrative will; it also requires the existence of social will in the phase of revelation in the real sense. Thus, as a result of a process based on the cohesion of administrative and social will, the participating budget becomes applicable. In the context of this study, it is also intended to identify the elements that determine the social participation that makes it possible to make the participating budget in the real sense revealed in Turkey. In this direction, the Time Usage Research 2014 created by the Turkish Statistical Authority has been conducted logistical regression analysis using the micro-data set. The analysis found that men, married people, who are between 20 and 60 years of age, who have a high level of education, who work in qualified jobs, who get a wage income, who are in high income groups, and who have the opportunity to make a choice over time use, are more likely to be members of social qualified organizations. According to this, it can be said that in Turkey, in order to gain the applicability of the participating budget, the social participation should be made a multi-structure and a social structure should be created with the possibility of making preferences over time use to the extent that the social participation will enable.

Abstract:

Participatory budgeting as the financial context of participatory democracy, is the basic processes of public financial management  for the world in the last quarter of the century, as well as for Turkey in the 21st century. However, this process is not only due to the existence of legal regulations, it also requires the existence of administrative and social will together. Therefore, participatory budgeting is practicable as a result of a process based on the convergence of administrative and social will. In this study, it is aimed to determine the factors that determine the social participation which enabled the applicability to participaotory budgetting. In this direction, logistic regression analysis was performed utilizing the Time Use Survey micro data sets for 2014 generated by the Turkish Statistical Institute. As a result of the analysis, it is concluded that men, marriages, between 20-60 years of age, those with high level of education, qualified workers, wage income, those in high income groups and those who have the possibility to choose over time use are more likely to become members of socially qualified organizations. Accordingly, in Turkey for the applicability of participatory budgetting it is necessary to establish a social structure have the possibility to make choices on the use of time and social participation with pluralist structure.
