Ebeveynlerinin vefatı, ailenin çocuğun bakımı için gereken temel ihtiyaçlarını karşılayacak ekonomik güce sahip olmaması, ihmal ve/veya istismar gibi nedenlerle bakım ve korunma sorumluluğuna devletin dahil olduğu “korunma gereksinimi olan çocuklara” sunulan hizmetlerin planlanması ve yürütülmesi, çocuk refahı alanının çalışmaları arasında yer almaktadır. Sosyal hizmetin temel alanlarından birisi olan çocuk refahı alanında çalışan sosyal hizmet uzmanlarının temel sorumlulukları arasında da korunma gereksinimi olan çocukların haklarının ve iyilik hallerinin korunması bulunur. Korunma gereksinimi içinde bulunan çocuklar için sunulan hizmetler kadar önemli olan ve sosyal hizmet uzmanlarının gayretini gerektiren bir diğer konu da söz konusu çocuklara yönelik toplumdaki ayrımcı yargı ve söylemlerle mücadele edilmesidir. Bu mücadelenin gerçekleştirilebilmesi için sosyal hizmet öğrencilerinin, korunma gereksinimi olan çocuklarla ilgili mevcut olumsuz yargılar üzerine, lisans eğitimleri süresince farkındalık geliştirmeleri gerekmektedir. Bu farkındalığın geliştirilebilmesi amacıyla Hacettepe Üniversitesi Sosyal Hizmet Bölümü lisans programında yer alan zorunlu derslerden biri olan Sosyal Hizmet Ortamlarında İnceleme dersi kapsamında, korunma kararlı çocuklar konusu ele alınmıştır. Ders kapsamında, öğrencilerin, korunma kararlı çocuklara ve bu alanda sunulan hizmetlere dair bilgi edinmesi ve farkındalık kazanması amacıyla çalışmalar gerçekleştirilmiştir. Araştırma kapsamında söz konusu dersi alan ve araştırmanın örneklemini oluşturan 189 öğrenciye yansıtıcı günlükler uygulanmıştır. Yansıtıcı günlüklerin içerik analizi yöntemiyle analiz edilmesinin ardından nitel araştırma verilerine ulaşılmıştır. Bu çalışmada paylaşılan araştırma sonuçlarında, öğrencilerin korunma kararlı çocuklara ilişkin toplumdaki ayrımcı yargılara ilişkin değerlendirmeleri, sosyal dışlanmanın farklı görünümleri olarak acıma, şefkat ve suçlama temaları altında ele alınmaktadır.
The death of their parents, the lack of economic power for the family to meet the basic needs needed for the child’s care, the planning and implementation of the services offered to the “children with protection needs” for reasons such as negligence and/or abuse and the responsibility for care and protection included by the state, is among the work of the child welfare field. The main responsibilities of social services professionals working in the field of child welfare, which is one of the core areas of social service, include the protection of the rights and well-being of children in need of protection. The planning and implementation of services offered to children in foster care is amongst the duties and efforts of child welfare. The phrase “children in foster care” refers to children whose care and protection responsibilities are undertaken by government for reasons such as decease of parents, or parents’ weak economic power that cannot afford basic needs of the child, or neglect and/or abuse. One of the most important responsibilities of social workers, who work in child welfare, and one of the main fields of social work, is the protection of the rights and well-being of foster children. Another issue that is as important as the services provided for foster children and which social workers need to strive for is the fight against discriminatory stereotypes and discourses in the society. In order for this struggle to take place, social workers need to develop awareness during their undergraduate education on the common prejudices they may face about foster children. In order to be able to achieve this, a session of Field Experience in Social Work Settings, a compulsory course in Hacettepe University Social Work Department undergraduate program, has been devoted to foster children. Within the course, after informing students about foster children and social services provided for them, qualitative research data were collected from students through reflective diaries. In the results of the research that will be shared in this study, there are evaluations of students about discriminatory judgments in the society regarding foster children, as considered under the themes of compassion, affection and blame as different aspects of social exclusion.
