This paper aims to investigate the practical reflections of the recommendations proposed in the graduate thesis on private education in Turkey. Data was obtained from different sources via document review. For this purpose, thesis on pre-school inclusive education between the years 2010-2015, courses and number of hours on inclusive education in preschool teachers’ education programme of universities, 2015-2019 strategic plan and 2010-2015 in-service education activities of Ministry of National Education were examined. At the end of the research, it was determined that preschool inclusive education was one of the limited issues dealt with, the recommendations in graduate thesis were generally reflected in laws, regulations and official plannings. On the other hand, analyzing central and local in-service education plannings and applications of Ministry f National Education, no satisfactory practices were found.
