Abstract:

Teknolojide yaşanan dönüşüm, demokrasiyi ve onun kurumlarını da dönüştürmektedir. Özellikle katılımcı demokrasi bağlamında, teknoloji yurttaş katılımını sağlamanın aracı haline gelmiştir. Seçim uygulamaları, bu dönüşümün önemli bir yönünü temsil etmektedir. Dijital alanda son derece ilerlemiş bir ülke olan Estonya, karar alma konusunda dijital imkanları kullanarak e-oy kullanımını seçimlerde uygulamaya başlamıştır.

Abstract:

The transformation in technology also transforms democracy and its institutions. Especially in the context of participating democracy, technology has become the means of ensuring citizens’ participation. Election practices represent an important aspect of this transformation. Estonia, a highly advanced country in the digital field, has begun to apply the use of e-game in elections using digital decision-making capabilities.
