Professional ethical behaviors of the teacher are important for the development of the student in every aspect who are taking role model of their teachers. Within the scope of the research, it was aimed to develop a valid and reliable scale. The sample of the study consists of 394 secondary school teachers working in Denizli province Turkey. In addition, data were collected from 276 secondary school teachers for the confirmatory factor analysis. Data were analyzed by using principal components analysis, confirmatory factor analysis and other reliability evidences. Descriptive statistics, independent samples t-test and one-way ANOVA analysis were used to determine the differences between their perceptions. According to the results of the study, the valid and reliable scale with a one-dimensional structure was developed. When teachers' perceptions are examined, the majority of them think that their colleagues behave ethically inside and outside the school. It was also determined that these perceptions differ according to gender and seniority.
