1980’li yıllar sonrasında kamu yönetimine hakim olmaya başlayan yeni kamu yönetimi yaklaşımı kapsamında merkezi idarelerin etki alanının yerele kaymaya başlaması, yönetişim adı verilen kavramın kamu yönetiminde adından daha fazla söz edilmesine neden olmuştur. Kamu yönetiminin sorunlarına çözüm sunması düşünülen yönetişim unsurunun özelikle yerel katılım araçlarının kullanılmasında ve yerel demokrasinin güçlendirilmesinde oldukça büyük önemi bulunmaktadır. Halka en yakın yönetsel birimler olan yerel yönetimler ve paydaşlarının yönetişim konusuna bağlılığı yerel demokrasinin güçlendirilmesin de ve yerel yönetimlerin etkin hizmet sunumunda önemli bir araç olarak görülmektedir. Bu nedenle yerel yönetimlerde genel yönetim ilkelerinin ve uygulamalarının yerine yönetişime dayalı bir yönetim anlayışının benimsenmesi yerel düzeyde yönetime daha fazla destek verilmesine, işlevsel bir yönetim sergilenmesine ve yönetime sahip çıkılmasına katkı sağlayacaktır. Bu çalışmayla Türkiyede yerel yönetişim, yerel yönetişim araçları arsasında gösterilen, halk günleri, muhtar toplantıları, dilekçe,e-belediyecilik ve beyaz masa gibi katılım araçlarına yer verilmektedir.
In the context of the new public administration approach that began to dominate public administration after the 1980s, the area of influence of central administrations began to move to the local, which led to the concept called administration to be more referred to than the name in public administration. The management element, which is considered to provide solutions to the problems of public administration, is of great importance especially in the use of local participation tools and in the strengthening of local democracy. The commitment to the topic of governance of local governments and stakeholders, which are the administrative units of the people, is seen as an important tool in the provision of effective services by local governments, even if the local democracy is not strengthened. Therefore, the adoption of a management-based understanding in place of general governance principles and practices in local governments will contribute to more support to local governance, the demonstration of functional governance and the possession of governance. With this work in Turkey, the local government is shown in the framework of the local government instruments, public days, meetings, requests, e-municipality and white table participation instruments.
The fact that the influence of the central administrations began to slip in the context of the new public administration approach, which began to dominate the public administration after the 1980s, caused the so-called governance to be mentioned more in public administration. Especially the use of local means of participation and the strengthening of local democracy have a great significance in the element of governance that is intended to provide solutions to the problems of the public administration. Local governments and stakeholders' closeness to the public are regarded as an important tool in the strengthening of local democracy and effective provision of local governments. For this reason, the adoption of a governance-based management approach instead of general management principles and practices in local governments will contribute to greater support for management at local level, to demonstrate functional management and to management. It works with local governance in Turkey, shown on local land governance tools, public days, headman meetings, petitions, e-municipality and place is given to the participation tools such as white table.
