Bir askerin savaşmayı reddetmesi ve askerlik hizmetinden kaçması olarak tanımlanabilecek firar hususu, özellikle savaş dönemlerinde her devlet için büyük problem olmuş, bir dizi tedbir alınmasını zaruri kılmıştır. Bu devletlerden biri de, sürekli giriştiği savaşlarla komşuları aleyhine topraklarını genişletmeye çalışan Rusyadır. Bu güne kadar yapılan çalışmalarda, esir edilen ya da firar eden Osmanlı ve Rus askerleri konusunda birçok araştırma olmasına rağmen, bu çalışmalarda genellikle Birinci Dünya Savaşı sırasında yaşanan gelişmelere yer verilmiştir. Ancak kayıtlar, Osmanlı Devletine firar yoluyla iltica eden Rus askeri mültecileri konusunun, Birinci Dünya Savaşı öncesinde iki devletin ilişkileri açısından önem arz ettiğini göstermektedir. Nitekim Osmanlı Devleti, şan-ı devlet gereği kendisine sığınan mültecilere kucak açmış; bunların sevk, iskân ve iaşe masraflarını karşılamıştır. Birinci Dünya Savaşı sırasında ise esir statüsünde değerlendirilmelerine karşın, yine her türlü masrafları devlet tarafından karşılanmaya çalışılmıştır. Bu çalışmanın amacı, Birinci Dünya Savaşı öncesinde çeşitli sebeplerle Osmanlı Devletine firar eden Rus askeri mülteciler konusunda genel bir değerlendirme yapmaktır.

However, records show that the issue of Russian military refugees who fled to the Ottoman State was important in terms of the relations of the two states before the First World War. In fact, the Ottoman State has embraced the refugees for the sake of the 'shan-i state'; they have paid their expenses for shipping, forgiveness and forgiveness. During the First World War, although they were considered as prisoners, all costs were tried to be paid by the state. The aim of this study is to make a general assessment of the Russian military refugees who fled to the Ottoman State for various reasons before the First World War.
