Abstract:

Globalization and the development of technology both lead to increased interest in local governments, the closest unit to providing public services to citizens, as well as the transformation of local governments by developing themselves. 21 of 21. With the digital age of the century, countries are also adapting their local governments to this new system. In this context, many mechanisms are implemented to enable citizens around the world to participate in political decision-making processes. In social life, local governments use digital tools to facilitate access to public services for citizens, to ensure their public services are efficient and efficient, to encourage citizens to participate in political decision-making processes, and to save time and resources. The fact that the internet is inhabited in every point of our lives, the development of smartphones and digital vehicles raises the question of whether a digital municipality could exist without a municipality building. In this study, the example of the Molenwaard municipality in the Netherlands is trying to find answers to this question. The study first briefly referred to the Dutch governments, the tasks of local governments, the practices of local democracy, the control of local governments and the financial structure of local governments; the topics of digital municipalities and e-municipality practices. On the other hand, in order to keep light on the digital municipality practices in the world, the Molenwaard municipality, the world’s first digital municipality, has studied the digital municipality practices in this direction, trying to reveal the results for the future of digital municipality practices.
