Özet:

In this study it is aimed to analise the entry of the foreigners into the country, freedom of movement and residence and expulsion of the foreigners law and the situation of “foreign gypsies” through corresponding rights in respect to domestic law and international law and to find solutions to current problems. Gypsies have been subjected to pressure and discrimination policies on the grounds of either they lead a nomadic life or their domestic relations or the difference in time and place concepts. The negative criticisms against Turkey have been enhancing in the antigypsies reports both in national platforms and in international scale. Specific regulations against gypsies on their entry to the country, residence and freedom of movement and expulsion from the country, main principles of international law, international conventions and agreements, constitutional rights and freedoms and compliance with the domestic law have been investigated. Resolution to the problems that were established at the point of objection of the specific regulations against “foreignr gypsies” in domectic law to the international law and constitutional rights as the final result has been suggested
