Tarih boyunca devletlerin en önemli gündemlerinden birisi güvenliktir. Bu bağlamda Osmanlı Devleti, tebaası arasındaki uyum ve mutabakatın sağlanması, sağlıklı toplumsal yaşam alanlarının oluşturulması ve güvenlikleri ile birlikte devamlılıklarının da sağlanması açılarından kefalet sistemine başvurmuştur. Bu çalışmada 2663 nolu ve 1846 tarihli Çüngüş Kefalet Defteri ele alınmıştır. Defterde Çüngüş kasabası ve kazaya bağlı köylerde yaşayan tüm yetişkin erkekler birbirlerine kefil yazılmışlardır. Güvenlik amacıyla düzenlenmiş olan bu defter kişilerin isimlerinin yanı sıra onlara dair çok önemli verileri de içermektedir. Defterdeki söz konusu verilerden hareketle Çüngüş kazasının XIX. yüzyıl ortalarındaki idari yapısı, demografik durumu, sosyal ve ekonomik yapısı ele alınmıştır.
Security is one of the most important agendas of states throughout history. In this context, the Ottoman Empire applied to the bail system in order to ensure harmony and consensus among its subjects, to create healthy social living areas, and to ensure their continuity with their security. In this research, the Chungush Bail Book numbered 2663 and dated 1846 is examined. In the book, all adult males living in Chungush town and the villages connected to the county were written as bailor for each other. This book, which has been arranged for security purposes, contains very important data about the persons as well as their names. XIX of the Based on the aforementioned data in the book, administrative structure, demographic situation, social and economic structure of Chungush district in the middle of the 19th century is discussed.
