GÜNEY AVRUPA REFAH REJİMİ BAĞLAMINDA TÜRKİYE: BİR DEĞERLENDİRME

Abstract :

Toplumda sosyal barışı, sosyal adaleti ve gelir adaletini sağlamaya çalışan devletler literatürde sosyal refah devleti olarak adlandırılmaktadır. Modern anlamda refah devleti modellerine yönelik çalışmalar ise Avrupa’da sosyal politikanın altın çağının sona ermesine yakın 1970’li yıllarda ortaya konulmaya başlanmıştır. İlk olarak Gosta Esping Andersen tarafından yapılan çalışmada refah devleti modelleri; Liberal, Muhafazakâr ve Demokratik olmak üzere üç farklı sınıflandırmaya tabi tutulmuştur. İlerleyen dönemlerde özellikle Muhafazakâr modele yöneltilen eleştiriler sınıflandırmalara farklı bir bakış açısı katmıştır. Leibfried İtalya’nın muhafazakâr modelden ziyade; İspanya, Portekiz ve Yunanistan ile birlikte Güney Avrupa Refah modelini oluşturduğunu ve bu ülkelerin birçok konuda benzerlik gösterdiklerini ifade etmiştir. Bu çalışmada İspanya, İtalya, Portekiz ve Yunanistan gibi Güney Avrupa ülkeleri OECD, ILO ve Dünya Bankası verileri çerçevesinde; refah devleti modelleri bağlamında incelenmiştir. Türkiye’nin refah rejimi Güney Avrupa Refah modeli kapsamında değerlendirilerek benzer ve ayırıcı yönleri analiz edilmiştir.

Abstract :

States seeking to ensure social peace, social justice and income justice in society are called social welfare states in literature. The work on modern state models of prosperity began to appear in the 1970s near the end of the golden age of social policy in Europe. In the first study by Gosta Esping Andersen, the model of the prosperity state was classified in three different categories: Liberal, Conservative and Democratic. In the past periods, criticisms, especially to the Conservative model, have added a different perspective to the classification. Leibfried stated that Italy, rather than the conservative model, formed the model of the prosperity of South Europe together with Spain, Portugal and Greece, and that these countries are similar in many aspects. In this study, South European countries such as Spain, Italy, Portugal and Greece were studied in the framework of OECD, ILO and the World Bank data; in the context of prosperity state models. Turkey’s prosperity regime in the framework of the South European prosperity model has been evaluated by analyzing similar and distinctive aspects.
