Türkiye’de seçim sistemi konusunda Cumhuriyet’in kuruluşundan günümüze kadar önemli değişiklikler meydana gelmiştir. Günümüzde de seçim barajı tartışmaları sık sık gündeme gelmektedir. Özellikle son dönemde yeni Anayasa hazırlama çalışmaları kapsamında seçim barajının düşürülmesi konusu yine ön plana çıkmaktadır. Çoğulcu demokratik sistemlerin temeli olan seçimlerde farklı görüşte olan kesimlerin parlamentoda temsiline olanak vermesi açısından nispi temsil esasına dayalı seçim sistemleri, dünyanın birçok yerinde olduğu gibi Türkiye’de de uygulanmaktadır. Fakat, ülkemizin içinde barındırdığı birtakım özel yapısal birimlerin varlığı ve kesimler arası uzlaşmanın sağlanamaması dolayısıyla ülkemizde bu çoğulcu sistemi bir bakıma sınırlandırması için baraj uygulaması getirilmiştir. Çalışmada ülke barajının tamamen kaldırılması yerine yine istikrarı sağlamaya yönelik olarak fakat daha düşük bir seviyede baraj uygulanması önerilmektedir. Bu oranın ne olacağı konusunda da çeşitli görüşler mevcut olmakla beraber, Avrupa’da uygulanan sistemlerde %3 ve %5 civarında olan barajların Türkiye’de de bu civarlarda olması gerektiği söylenebilir. Avrupa ülkeleriyle kıyaslandığında Türkiye’de oldukça yüksek bir seçim barajının uygulandığı ve bunun adil olmadığı konusunda ülkede hemen hemen herkesin mutabık olduğu görülmektedir. Dolayısıyla bu konuda acil bir düzenlemeye gidilmeli ve kanayan bu soruna ivedilikle çözüm bulunmalıdır. Aksi halde bu sorun tam anlamıyla -her ne kadar son yıllarda olumlu gelişmeler yaşanmış olsa da- demokratikleşme anlamında ciddi sıkıntılara neden olacak ve özellikle Avrupa kaynaklı eleştiriler devam edecektir.
There have been significant changes in the electoral system in Turkey since the establishment of the Republic to the present day. Nowadays, elections are often discussed. Especially in recent period, the issue of reducing the electoral barrier in the framework of the new constitutional preparation work is again on the forefront. Election systems based on the relative representative essence in terms of allowing the parties with different opinions to represent in parliament, which are the basis of multi-democratic systems, are also applied in Turkey, as in many parts of the world. But, because of the existence of a number of private structural units within our country and the uncertainty of the inter-sections agreement in our country, a barrier application has been introduced to limit this multi-system in some way. In the study, instead of removing the country barrier completely, it is recommended that the barrier be applied at a lower level but to ensure stability again. While there are various opinions about what this rate will be, it can be said that the barriers that are around 3% and 5% in the systems implemented in Europe should also be in these areas in Turkey. Compared to the European countries, it seems that almost everyone in the country is agreeing that there is a very high electoral barrier in Turkey and that it is not fair. Therefore, an urgent arrangement in this matter should be made and the problem of the bleeding must be resolved in a timely manner. Otherwise, this problem will literally cause serious difficulties in terms of democracy – although positive developments have occurred in recent years – and will continue with criticism, especially from European sources.
