Çocuk ihmal ve istismarı temel bir insan hakkı ihlali olarak dünyada önemli bir sosyal sorundur. Sosyal devlet anlayışının gereği olarak devletler çocukların her türlü ihmal ve istismardan korunması noktasında sorumluluk üstlenmektedir. Bu nedenle, ihmal ve istismara uğramış ve öz ailesiyle birlikte yaşama olanağı bulunmayan çocukların devlet koruması altına alınması başlıca çocuk koruma politikalarından biridir. Ancak çocukların biyopsikososyal gelişimlerinin sağlanması adına aile ortamında bulunması her türlü kurum bakımından üstün görülmektedir. Koruyucu aile modeli korunma ihtiyacı içindeki çocuğun güvenli, sıcak ve destekleyici bir aile ortamında bakılmasını amaçlayan bir sosyal hizmet uygulamasıdır. Bunlardan biri olan uzmanlaşmış koruyucu aile modeli, ihmal ve istismara uğramış çocuklar gibi hassas vakalarda bir iyileştirme ortamı olarak işlev görmektedir. Türkiye’de de yasal altyapısı oluşturulan ancak henüz uygulamaya geçmeyen modele ilişkin çalışmalara ihtiyaç bulunmaktadır. Bu çalışmada, çocuk koruma politikaları açısından önemli görülen uzmanlaşmış koruyucu aile modeli çocuk ihmali ve istismarı bağlamında ele alınarak modelin temel özelliklerine, özgün yanlarına ve modele ilişkin literatür bilgisine yer verilmiştir.
Child neglect and abuse is a major social problem in the world as a fundamental human rights violation. According to the social state understanding, the states are responsible for protecting children from all kinds of negligence and abuse. Therefore, the State protection of the children who have been neglected and abused and who have not been able to live with their own families is one of the main child protection policies. However, the presence of children in the family environment in order to ensure their biopsycho-social development is superior to any institution. The protective family model is a social service application aimed at taking care of the child in need of protection in a safe, warm and supporting family environment. One of them is the specialized protective family model, which serves as a healing environment in sensitive cases, such as neglected and abused children. In Turkey, it is also necessary to work on the legal infrastructure created but not yet implemented model. In this study, the specialized protective family model, which is considered important in terms of child protection policies, is addressed in the context of child abuse and abuse, including the basic characteristics of the model, its original aspects and literary knowledge of the model.
Child abuse and neglect, which is human rights violation, is an important social problem in the world. Therefore, in accordance with child protection policies, children who have been abused and neglected and who cannot live with their own families are placed under state protection. To ensure children's biopsychosocial development, however, living in a home setting is regarded superior to all other types of institutions. The foster care model is a social service that aims to provide a safe, warm, and supportive family setting for a child in need of protection. One of them, the specialized foster care model, serves as a therapeutic context for vulnerable children, such as those who have been neglected or abused. There is a need for more work on this model, which has a legal framework but has not yet been implemented in Turkey. The specialized foster family model, which is regarded significant in terms of child protection policies, is reviewed in this study in the context of child neglect and abuse, as well as the model's characteristics and literature on the model.
