Abstract:

Turkey has become a single executive body (Presidential) based on the presidential government system from the dualist executive body based on the parliamentary system in terms of the structure of its executive body with the "Presidential Government System". It is obvious that this transformation will generally cause significant legal-administrative and mental transformations and changes in the structure, functioning and understanding of the Turkish Police Organization (TPT) in particular. The main hypothesis of the study is based on the idea that "the Turkish Police Organization must be re-formed and designed in the framework of the values and principles of the new system after the presidency government system." The underlying hypothesis of the study is that "the new management system is an important opportunity to get rid of the old policy concept and to move to the scientific police and to rewrite the problem-made police staff regime." Scientific police, the new police paradigm, the adaptation of the values of the Presidential Government System to the police programmes, the understanding of sustainable police, the flexible work system in the police services, the postmodern police for the first time have been used in this study. In this context, it is possible to express that the work is original. The study has the potential to influence the decisions of security bureaucrates and policy makers, to create a thoughtful substrate for the rebuilding of the TPT and to contribute to the security paper.
