Abstract:

Bilgi ekonomisinin temel parametrelerini oluşturan araştırma geliştirme, üretilen yüksek teknolojili bilgi ve iletişim malları, inovasyon çalışmalarının bir göstergesi olarak yaratılan marka ve patentler, hükümet bütçelerinden eğitime ayrılan pay vb. birçok unsur yükselen ekonomilerin kırılganlık eşiğini atlatmalarına ve sürdürülebilir büyüme ile kalkınma hamlelerinin oluşturulmasında büyük bir önem taşır. Yapılan bu çalışmada Ar-Ge harcamalarının, bilgi ve iletişim teknolojisi ürünleri ihracat yüzdesinin, patent sayılarındaki artış ile ekonomik büyüme (GSYİH) arasındaki ilişkinin belirlenmesi amaçlanmıştır. Çalışmada Panel Veri Analizi yöntemi kullanılarak Pedroni Eşbütünleşme, Kao Eşbütünleşme testi ve Dumitrescu-Hurlin nedensellik analizleri yapılmıştır. Yükselen ekonomiler[1] için 2000-2015 dönem verileri incelenmiştir. Yapılan analizler neticesinde Ar-ge harcamalarının, ihraç edilen bilgi ve iletişim teknoloji mallarının, patent sayısındaki artışların ekonomik büyüme ile uzun dönemli bir eşbütünleşme ilişkisine sahip olduğu ve söz konusu değişkenlerin ekonomik büyüme üzerinde pozitif bir etki oluşturduğu gözlemlenmiştir. Ekonomik büyümeden Ar-Ge harcamalarına doğru tek yönlü nedensellik, ekonomik büyüme ile ihraç edilen bilgi ve iletişim teknolojileri arasında çift yönlü bir nedensellik ilişkisi olduğu sonucuna ulaşılmıştır.

Abstract:

Research development, which forms the basic parameters of the information economy, high-tech information and communication goods produced, brands and patents created as an indicator of innovation work, the share of government budgets dedicated to education, etc. Many elements are of great importance for rising economies to overcome the vulnerability threshold and to create sustainable growth and development movements. This study aims to determine the relationship between R&D spending, the percentage of information and communication technology products exports, the increase in the number of patents and economic growth (GDP). The study used the Panel Data Analysis method Pedroni Integration, Kao Integration Test and Dumitrescu-Hurlin Cause Analysis. The 2000-2015 period data for the rising economies[1] was studied. The analysis found that R&D expenditure, exported information and communication technology goods, the increase in the number of patents have a long-term integration relationship with economic growth, and that these variables have a positive impact on economic growth. The one-way causality from economic growth to R&D spending has come to the conclusion that there is a two-way causality relationship between economic growth and the information and communication technologies exported.

Research development, high-tech information and communication goods which constitute the main parameters of the knowledg eeconomy, brand and patents created as an indicator of innovation studies, government budget allocations for education and many other similar elements are of great importance for emerging economies to over come the threshold of fragility and to create sustainable growth and development spurts.This study examines R & D expenditures, percentage of information and communication technology products export, the annual rate of increase in the number of patents and its relationship with GDP. Using the Panel Data Analysis method in the study by utilizing the Pedroni and Kao panel cointegration, Dumitrescu-Hurlin causality methods tests. In this paper it was examined the data of 2000-2015 period for Emerging economies, As a result of the analyzes, it has been observed that R & D expenditures, exported information and communication technology goods and the number of patents have a long-term cointegration relationship with economic growth and these variables have a positive effect on economic growth. It is reached that there is a one causality relation from economic growth to R&D expenditures and bidirectional causality between economic growth and information and communication technology products export.
