Bireysel Emeklilik Sistemi, Türkiye’de 2001 yılında uygulanmaya başlamıştır. Bireylerin tasarruf oranlarının istenilen düzeyde artmaması sonucunda, 2017 yılında Otomatik Katılım Sistemi (OKS)’ne geçilmiştir. Bu uygulama ile bireylerin gelir seviyesinin korunması ve tasarruf oranlarının arttırılması hedeflenmiştir. Ancak bireylerin gerek bilgi eksikliği gerekse sistemin amacının tam olarak anlaşılması bazı problemleri beraber getirmiştir. Özellikle bireylerin finansal bilgi eksikliği OKS’ye olan talebi azaltmıştır. Bu noktadan hareketle çalışmanın amacı, OKS’ye dâhil edilen kamu personellerinin finansal okuryazarlık düzeyleri ile OKS’den ayrılma eğilimleri arasındaki ilişkiyi tespit etmektir. Çalışmada Ekonomik İşbirliği ve Kalkınma Örgütü (OECD) ile Finansal Eğitime Yönelik Uluslararası İşbirliği (INFE) tarafından geliştirilen ölçek kullanılmıştır. Anket yöntemi ile Erzincan ilindeki kamu personelinden elde edilen veriler, hipotezlerin test edilmesinde kullanılmıştır. Çalışma sonucunda, finansal okuryazarlığın temel değişkenleri olan, finansal davranış, finansal tutum ve finansal bilgi düzeyi ile bireylerin OKS’den ayrılma eğilimleri arasında anlamlı bir ilişki tespit edilmiştir.
The individual pension system began to be implemented in Turkey in 2001. As a result of the non-sufficiency rates of individuals to the desired level, it was transitioned to the Automatic Participation System (OKS) in 2017. This application is aimed at preserving the income level of individuals and increasing the savings rates. However, the lack of information for individuals and the complete understanding of the purpose of the system has brought some problems together. In particular, the lack of financial information of individuals has reduced the demand for the OKS. From this point on, the aim of working with the move is to identify the relationship between the financial literacy levels of the public staff included in the OCS and the tendencies to leave the OCS. The study used the scale developed by the Organization for Economic Cooperation and Development (OECD) and the International Cooperation for Financial Education (INFE). The data obtained from the public staff in the Erzincan province with the survey method was used in the testing of the hypotheses. The study found a meaningful relationship between financial behavior, financial attitude and level of financial knowledge, which are the main variables of financial literature, and the tendencies of individuals to leave the OCS.

With this application, it is aimed to protect the income level of individuals and to increase their savings rates. From this point of view, the aim of the study is to determine the relationship between the financial literacy levels of public personnel included in the AES and their tendency to leave AES. The scale developed by the Organization for Economic Cooperation and Development (OECD) and the International Cooperation for Financial Education (INFE) was used in the study. The data obtained from the public personnel in Erzincan province through the survey method were used in testing the hypotheses. As a result of the study, a significant relationship was determined between financial behavior, financial attitude and financial knowledge level which are the basic variables of financial literacy, and the tendency of individuals to leave AES.
