Abstract:

Turks have a long history of rich variety state formation. They have established states with different names in the geographies they ruled throughout history, which have unchanged basic customs. The underlying reason for being a state is the principle of living in a social order and the existence of custom, law and law throughout their lives. Before converting to the religion of Islam, the Turks applied the customary law from their ancestors, whom they named `` tradition, '' in state administration and in all areas of social life. After Islam, they conducted it together with the customary law that shaped public life and the Islamic law called Shari. The aim of the study is to compare the public legal systems before the conversion of Islam with the public legal systems after the adoption of Islam and to reveal the changes and differences.
