Abstract:

The COVID-19, which appeared in China at the end of 2019, spread to China at a great speed due to its high spread rate, and then throughout the world. COVID-19 was declared a pandemic in March 2020 by the World Health Organization due to its deadly effects. To prevent their spread, countries have been forced to take extremely strict measures, almost completely stop their economic and social life. The economy is negatively affected by the pandemic and pandemic measures, both in terms of supply and demand; therefore, we face a crisis both in terms of supply and demand. As a result, the major sectors of the economy, including the manufacturing industry and trade, are expected to decline significantly globally by 2020. The arrival of economic life to the stop point is undoubtedly strongly affecting the working life and constitutes a major threat in terms of employment. In this context, the level of employment in both the world and Turkey is expected to be reduced in 2020. The countries and Turkey are taking measures against the pandemic on three levels and they affect each other: health measures, economic revitalization measures, and employment protection measures. If we look at the characteristics of these measures in general, it is possible to point out that they are mainly regulatory, supporting and supervising measures. These can also be added to the guiding, coordinating and educational characteristics of the state. In the framework of this study, COVID-19 Pandemic’s effects in Turkey, especially in the work life, have been examined, and recommendations on the measures that the public sector should take towards employment have been made.
